West Coast Rock Lobster Managed Fishery licensees target the western rock lobster, Panulirus Cygnus using baited pots (traps) on the west coast of Western Australia (WA). The fishery, which has long been one of the most valuable single species fisheries in Australia, extends from North West Cape to Cape Leeuwin in the south, with the main fishing occurring between Shark Bay and Perth.

This paper was prepared to set out the proposed direction for licensing, entitlement allocation and related matters under a new management plan for the West Coast Rock Lobster Managed Fishery (the new Management Plan), which is expected to begin operation on 15 January 2013. This paper outlines a set of updated proposals for use in the Harvest Strategy and Decision Rules framework (referred to as the HSDR) for the West Coast Rock Lobster Managed Fishery (WCRLMF)2 , which have been developed to facilitate implementation of the new quota based management system. Where relevant, this current document utilises the information and outcomes presented in the previous discussion document on HSDR3 (Donohue et al., 2010) developed for use with the then input (effort) control management system that operated until 2009/10.

This paper outlines proposals designed to be used in an updated and improved Harvest Strategy and Decision Rules Framework (referred to as the ‘Decision Rules’) that has been developed to meet the short and long term sustainability and economic needs of the West Coast Rock Lobster Managed Fishery. Quota management systems are now in place for the New Zealand, Tasmanian and South Australian rock lobster fisheries. New Zealand was the first to move to QMS (1989), followed by the Southern Zone of South Australia (1993), Tasmania (1998) and Northern Zone South Australia (2001). As part of a review of the system of management used for the West Coast Rock Lobster Fishery, a West Australian delegation visited New Zealand, Tasmania and South Australia in 2004 to learn more about the management systems in place for their respective rock lobster fisheries.

These two phases focused on the audit of available secondary data and collection of primary data that were used in preparing the profiles of the 17 communities included in the study. This report is the first in a series of Integrated Fisheries Management (IFM) reports required under the 2004 Government Policy on IFM. Under this policy, the Executive Director of Fisheries is required to approve a sustainability report for each fishery, which includes a clear statement on the harvest level. The sustainable harvest level is that total catch, or catch range, that is to be allocated among the various user groups identified for that particular fishery.
