One of the basic problems in labor-management relations is the determination of proper wages for each job, so the worker can be assured of receiving fair compensation for the work he is required to do. Management and workers have always classified jobs in some manner when setting rates or determining if these rates were just, but usually the classification consisted of spur-of-the-moment decisions rather than a well defined and understood, written plan.
