To thrive in 2020, we must conceive of the field of public administration in the broadest possible terms. Phenomena that typically have been treated peripherally in our literature are emerging center stage in recent years, confirming that the “old” boundaries of our discipline do not reflect contemporary reality. After reviewing three key developments—the rise of mixed and nongovernmental institutions in public policy, the increasing importance of market mechanisms, and the assertion of meaningful global regulation—an argument is made for a broader reconception of “publicness” that goes hand in hand with the embrace of governance in lieu of administration.

Nebraska is currently ranked 4th in the nation for wind energy potential, but ranks low in actual wind power production. The lack of wind energy production could be the result of Nebraska’s unique public power districts that have eminent domain of distribution and retail sales of electricity in the State. Public Power districts are prohibited from receiving benefits of state and federal tax incentives for the development of wind farms, however some Nebraska power districts still pursue wind energy as a renewable source of energy.

Much of the recent debate over Internet policy has focused on the permissibility of business practices that are becoming increasingly common, such as new forms of network management, prioritization, pricing, and strategic partnerships. This Essay analyzes these developments through the lens of the management literature on the product life cycle, dominant designs, technological trajectories and design hierarchies, and the role of complementary assets in determining industry structure. This analysis suggests that many of these business practices may represent nothing more than a reflection of how the nature of competition changes as industries mature. As public managers work toward a successful recovery post-midyear elections, we all must deal with system-wide problems arising from the recession. This requires first recognizing that the crisis continues and must be addressed not just by increasing revenue but by fixing system-wide structural and operational issues.

To do so involves developing the skills required in a recovery, identifying the causes of the crisis so that future crises can be better managed and concentrating on the key areas of leadership expertise needed to effectively communicate and deliver better outcomes.

In this paper we question whether videogame developers face a representation gap due to the lack of unionization or whether their current means of action are appropriate and sufficient protections against employment risk. To answer this question we will first sketch the working conditions of videogame developers and then describe their individual and collective means of action to face employment challenges. We will then discuss the strengths and failings of these approaches vis a vis unionization and propose potential alternatives that would be a better fit than the traditional Wagnerian model of union representation.

Antecedents Of Servant Leadership: A Mixed Methods Study, Curtis D. Beck

The purpose of this mixed methods study was to explore the antecedents of servant leadership. The sequential explanatory research design consisted of two distinct phases: quantitative followed by qualitative. The Phase One quantitative survey collected data from 499 leaders and 630 raters from community leadership programs in the United States using the Servant Leadership Questionnaire (Barbuto & Wheeler, 2006). During Phase Two, selected leaders from phase one (N = 12) were interviewed to explain those results in more depth. The data were coded and analyzed for possible themes. Who Cares? The Role Of Job Involvement In Psychological Contract Violation, Jason S. Stoner, Vickie C. Gallagher

This study examined survey data from full-time employees employed in a variety of occupations. We empirically examined how psychological involvement with one’s job affects reactions to psychological contract violation. Data for control variables (i.e., age, gender, organizational tenure), the independent variable (i.e., psychological contract violation), and the moderator (i.e., job involvement) were taken at Time 1; and dependent variables (i.e., depressed mood at work, turnover intention) were taken at Time 2. Results illustrated that job involvement was an important construct in understanding individuals’ negative reactions to psychological contract violations. Previous research investigating proactive behaviour at work has generally focused on the ways in which proactive behaviour enables individuals and organizations to be more effective. Although it has been noted that some proactive behaviours may be undesirable or have potentially negative consequences, researchers have not examined the ‘dark side’ of proactive behaviour in any systematic way. In this conceptual paper, we explore the potentially negative individual and organizational implications of expecting employees to behave proactively. Nonlinear Politics Perceptions–Work Outcomes Relationships: A Three-Study, Five-Sample Investigation, Vickie C. Gallagher, Wayne A. Hochwarter, Gerald R. Ferris, Mary D. Laird

This research reports the findings of three studies (involving a total of five samples) developed to explore the nonlinear relationships of organizational politics perceptions with practically and theoretically relevant work outcomes. Study 1 hypothesized a nonlinear relationship between organizational politics perceptions and job satisfaction. In Sample 1 of this study, a nonlinear relationship was identified, best depicted as an inverted-U form, and Sample 2 replicated this finding. Study 2 hypothesized a U-shaped relationship between politics perceptions and job tension, which was identified in Sample 3 and corroborated in Sample 4. The present research examines the influence of organizational culture on organizational trust. Leaders in the present and future will try to create a culture of trust, but leaders who do not examine and understand their current culture will not be successful in changing their organizational culture. The study shows constructive behavioral norms are both predictors and influencers of trust. The results suggest that companies that want to create a culture of trust need to instill into their culture achievement, self-actualizing, humanistic-encouraging and affiliative behavioral norms. Most academic libraries are members of at least one consortium, and many belong to multiple consortia. However, consortia vary widely in the services they offer and in how they are structured. Global poverty has received significant attention in the past decade, particularly after the adoption of the United Nation’s Millennium Development Goals in 2002. Commentators and ethicists like Peter Singer have long held that the wealthy of the world have an obligation to help the poor. While the sentiments may be positive, there are real harms that have come from this kind of top down thinking. Subsidiarity, to the contrary, is a much more realistic and morally tenable approach to global poverty.

Trusts Versus Corporations: An Empirical Analysis Of Competing Organizational Forms, A. Joseph Warburton

College of Law - Faculty Scholarship

This paper studies the effects of organizational form on managerial behavior and firm performance, from an empirical perspective. Managers of trusts are subject to stricter fiduciary responsibilities than managers of corporations. This paper examines the ramifications empirically, by exploiting data generated by a change in British regulations in the 1990s that allowed mutual funds to organize as either a trust or a corporation. I find evidence that trust law is effective in curtailing opportunistic behavior, as trust managers charge significantly lower fees than their observationally equivalent corporate counterparts. Trust managers also incur lower risk. However, evidence suggests that trust managers …

The DIT-ACHIEV Model is a model of sustainable tourism indicators developed in a previous research project undertaken by the School of Hospitality Management and Tourism, Dublin Institute of Technology. The indicators represent six fields of interest – Administration, Community, Heritage, Infrastructure, Enterprise and Visitor (Flanagan et al, 2007). This current research addresses the implementation of the DIT- ACHIEV model in an Irish tourism destination, with the objective to assess whether it can be implemented by the local community in any tourism destination.

Gridded, strand, or wire flooring in dog kennels does not promote either proper sanitation or adequate comfort and safety for dogs and puppies. Grid-style or wire flooring frequently leads to entrapment or injury, as dogs and puppies’ feet become wedged in openings intended for feces. Grid flooring is designed to allow feces to pass through, but unfortunately any gap large enough for fecal matter is large enough to entrap an animal’s foot or toe.
