Cyberbiosecurity and workforce development in agriculture and the life sciences (ALS) is a growing area of need in the curriculum in higher education. Students that pursue majors related to ALS often do not include training in cyber-related concepts or expose the ‘hidden curriculum’ of seeking internships and jobs. Several factors contribute to the challenges community college leaders face in maintaining and sustaining noncredit workforce development programming. For example, these factors include funding reductions from state legislators and corporations using internal training departments for workforce development. There are community colleges that do overcome these challenges and achieve sustainability, provide revenue to the college, and increase and expand programming. The public system of workforce development has existed for over 45 years, yet there are still issues with adequate skill-building, training, and employment for the vulnerable populations the system is mandated to serve. This study first used a modified Delphi method to survey a sample of executive directors and board members of local workforce development areas regarding the proper systems design needed to fulfill the purposes of current federal legislation. A Global View Of What Fixes Information Technology Skills Shortage: Panel Data Analyses Of Countries’ Human And Technology Resources, Benyawarath Nithithanatchinnapat, K. D. Joshi

This paper aims to provide evidence of what fixes the information technology skills shortage. The focus is on countries' workforce development factors, i.e., human and technology. The research model was tested using secondary data from multiple sources. An ordinary least square with panel corrected standard errors was used to analyze the data. The results indicate that organizations' staff training and gender parity among science, technology, engineering, and mathematics graduates relate negatively to IT talent shortage; this is consistent in both models the authors tested. Regional airlines facing pilot supply challenges have responded to the rapidly changing environment by increasing pay, adjusting lifestyle factors, and enhancing career pathway opportunities. The purpose of this research is to provide a current view of the status of airline hiring at regional airlines, given the changes in pay and other factors, and to explore the impact of increased pay on the airlines' ability to meet hiring goals. Data for analysis was collected through interviews of pilot recruiting personnel from the largest regional airlines. The GenCyber program is jointly sponsored by the National Security Agency (NSA) and the National Science Foundation (NSF) to help faculty and cybersecurity experts provide summer cybersecurity camp experiences for K-12 students and teachers. The main objective of the program is to attract, educate, and motivate a new generation of young men and women to help address the nationwide shortage of trained cybersecurity professionals. In today’s global economy, new workforce competencies are needed for success at both individual and societal levels. The new workforce skills extend beyond basic reading, writing, and arithmetic to include higher order processes such as critical thinking and problem solving. Technical job opportunities have grown by approximately 17%, yet the United States continues to decline in science, technology, engineering and mathematics (STEM) disciplines. The Employment Hope scale (EHS) was designed to measure the empowerment-based self-sufficiency (SS) outcome among low-income job-seeking clients. This measure captures the psychological SS dimension as opposed to the more commonly used economic SS in workforce development and employment support practice. The study validates the EHS and reports its psychometric properties. Method: An exploratory factor analysis (EFA) was conducted using an agency data from the Cara Program in Chicago, United States. The principal axis factor extraction process was employed to identify the factor structure. Employers of newly hired higher education graduates report their new workforce is not prepared. Further research was required to discover insights to the workforce readiness gap. This concurrent mixed methods study explored what competencies influenced employer's perceptions of the work-readiness of Information Systems (ISYS) undergraduate students and discovered ISYS graduates' and current ISYS students' perceptions of their work-readiness. Participants consisted of a convenience sample including 69 ISYS program upperclassmen, 20 ISYS program alumni, and 8 employers of the ISYS program graduates. The community college system, through Career Technical Education (CTE), serves as a catalyst for skills training; however institutions must seek innovative ways in which to attract and retain students. The primary purpose of this study was to determine factors which influence client satisfaction with the services of community development corporations (CDCs) in metropolitan regions of Louisiana. The CDCs were evaluated based on five specific criteria: housing, social services, workforce development, educational enrichment, and community outreach. The objectives addressed were: description of clients, levels of client satisfaction, and relationships between satisfaction and selected demographic characteristics. The Workforce Investment Act (WIA) facilitates partnerships among organizations for more coordinated service delivery to all job seekers. Although the state Vocational Rehabilitation (VR) agency is the only disability agency or program that is a mandated partner under WIA, community-based disability organizations (CBOs) can also work with One-Stop Career Centers to enhance their capacity to support customers with disabilities. The Workforce Investment Act (WIA) identifies individuals with disabilities as among the constituencies to be served by One-Stop Career Centers. Due to a variety of factors, including lack of an overall One-Stop data collection system, no clear way to identify disability in the system, and non-disclosure of disability by many customers, it is difficult to ascertain the exact level of One-Stop usage by people with disabilities. A "mystery shopper" program is one of many evaluation tools available to ensure continuous quality improvement and customer satisfaction. Seamless service delivery means that a customer receiving services can move between two or more agencies with limited disruption. Seamless services have not been accomplished when a customer must take a cross-town bus to travel from one agency to another. The implementation of the Workforce Investment Act (WIA) requires major organizational change for employment and training agencies. The initiative emphasizes coordination, collaboration and communication among organizations for better service delivery. At this time, states are developing systems that will enable them to address the needs of all customers seeking employment. The Institute for Community Inclusaion (ICI) has conducted state case studies for two purposes: (1) to identify how states have begun the process of collaboration under the new mandates of WIA; and (2) to understand the impact on customers with disabilities.
