One of the main problems that have impacted the state of healthcare in West Virginia has been the rising costs of treatments for bloodborne infections (Bates et al., 2019). Bloodborne pathogens and their resulting diseases have commonly spread by exchanging contaminated needles (Denault & Gardner, 2021). In West Virginia, Needle Exchange Programs (NEPs) have been implemented to reduce the transmission of certain infections, such as HIV, hepatitis B, and hepatitis C, which have been more common among drug users (Beck & Kersey, 2018). Needle Exchange Programs (NEP)s were created to help users exchange used needles for new sterile ones and become aware of treatment and rehabilitation options. This study aimed to determine the effectiveness of NEPs and their impact on reducing HIV and Hepatitis C infections in West Virginia and decreasing health care costs for the community. Based on studies conducted on the past implementation of needle exchange programs, it is suggested that there has been evidence that closing these programs can have a broad societal impact on the spread of HIV and hepatitis C and the associated costs. The opioid epidemic began in the 1990s with an increased prescribing of opioids across the nation. Between the years 2013 and 2014, opioid overdose death rates began to increase in West Virginia. By the year 2015, West Virginia held the highest number of opioid overdose death rates in the country. In 2021, fatal overdoses claimed more than 1,417 lives in West Virginia and of those 1,417, an estimated 1,201 of them were due to opioid use.

The opioid epidemic in West Virginia is a complex interplay of factors, including poverty, low education, and high unemployment rates, which contribute to higher rates of substance use and opioid-related deaths. The number of people injecting drugs has risen from 36% in 2005 to 54% in 2015. WV recorded 871 overdose deaths from all drugs in 2019 with 76.8% involving at least one opioid. Introduction: West Virginia has had a recent spike in infectious diseases such as HIV and hepatitis due to increased rates of injectable drug use. The rising costs associated with such diseases have been a cause for concern in the sector of healthcare and public health. In the state, the exchanging of dirty needles has resulted in the spread of bloodborne pathogens, however, the implementation of needle exchange programs has sought to decrease the rates of infection, improve health outcomes, and lower healthcare costs. Introduction: West Virginia’s opioid epidemic has been the cause of about 1,000 deaths each year. Opioid abuse has become an issue among pregnant mothers and has increased the effects of NAS in infants. The purpose of this research study was to evaluate the participation of prenatal opioid maintenance to determine if it has decreased the amount of treatment needed for NAS in infants in WV.

Introduction: Harm reduction has been a movement for social justice built on a belief in, and respect for, the rights of people who use drugs. It has been defined as a set of practical strategies and ideas aimed at reducing negative consequences associated with drug use. Introduction: Needle Exchange Programs (NEPs) have been controversial aspects of public healthcare due to conflicting beliefs and opinions for public policies. NEPs allow Injection Drug Users (IDUs) the ability to exchange their used equipment for clean, unused supplies.

Purpose: The purpose of this literature review was to determine the effectiveness of needle exchange programs and the impact it has had on the reduction of HIV and viral hepatitis infections in people who inject drugs. In recent decades, the animal welfare aspects of irresponsibly-managed commercial dog-breeding businesses have attracted national attention, prompting legislative and regulatory actions. However, the environmental impacts of such businesses, also known as puppy mills, have received far less attention. Most puppy mills are secretive; therefore, it is hard to get documented information about their environmental impacts. After many years of being the center of shopping, business and entertainment, the downtown began to decline nationally. This decline began after the end of WWII and ran concurrent to the beginning of suburbanization and the emergence of large, indoor shopping malls. Many cities began to realize the importance of a healthy downtown and implemented strategies to revitalize their downtown. This thesis focuses on the emergence of Pullman Square in Huntington, WV, its effect on the downtown, and how it has spawned other retail development and revitalization strategies throughout the city center.
