Large Retail Developments In Ireland: An Overview, Edmund O'Callaghan

This paper illustrates the Irish public policy response to the location and development of large stores, through new planning guidelines issued in 2001. These guidelines provide the basis for a framework to guide local authorities in preparing development plans, in line with the broad principles of ‘sustainable development’. The context against which the new planning guidelines were deemed necessary is outlined. The paper concludes that the new guidelines will not seriously hinder non-food formats, nor disadvantage potential new international or national entrants. The National Marine Fisheries Service (NMFS) contends that increased regulation is required to save dwindling American Lobster stocks (Homarus Americanus) in the North Atlantic Region. Members of various trade organizations contend that the stocks are at the very least stable and probably growing. That cyclical rises and falls in the total biomass is a natural function and is altered more by pollution and habitat degradation than commercial fishing. Extrinsic evidence is frequently offered in Federal Trade Commission advertising deception cases, most often in the form of advertising research, such as copy tests. Although generally accepted principles exist for copy test evidence presented before the Commission, how these principles are operationalized can provide fertile ground for challenges. Thus, the authors review six copy testing and ad interpretation issues from the recent Stouffer Foods case. The authors discuss difficult tradeoffs inherent in relative versus absolute claims, multiple claims, control ad groups, control questions, and disclosure information. Believability And Attitudes Toward Alcohol Warning Label Information: The Role Of Persuasive Communications Theory, J. Craig Andrews, Richard G. Netemeyer, Srinivas Durvasula

Based on tenets of persuasive communications theory, five recently proposed alcohol warning labels are examined for their differential impact on label believability and attitudes. While all warnings are rated as believable, the ones regarding birth defects and driving impairment are perceived to be significantly more believable than the others. In addition, persons with more favorable attitudes toward alcohol consumption tend to disbelieve specific instance hazards (e.g., birth defects, driving impairment and drug combination warnings), while disliking longterm risks of alcohol consumption and abuse (e.g., hypertension, liver disease, cancer and addiction warnings). Implications for public policy and researchers are discussed.

Conduct, Performance, And Public Policy Implications Of Baseball's Reentry Draft, Robert C. Dolan, Robert M. Schmidt

This paper examines issues of theory and evidence regarding the link between baseball's reentry draft and league balance. The character of this relationship is important in at least two broad respects. First, from the standpoint of public policy, events which potentially affect competitiveness in professional baseball are especially significant in light of the sport's rather curious antitrust immunity. Second, though the redistributive implications of baseball's labor market have been set forth quite clearly in the economic literature, the conventional prediction that team balance will be unaffected by the reentry draft has not been tested.

"The Providence Charter Commission is now moving into the homestretch. After a full nine-month period in which more than 60 meetings were held, culminating in three public hearings in late June, the nine-member commission has gone back to the drawing board to review ideas, revise where deemed appropriate, and have a completed document ready in September. Voter acceptance in November, with General Assembly validation of certain provisions in 1981, will allow home rule for the state's capital city to become fully operational in January of 1983.

Five-cent bus rides and bargain sales generated considerable business, especially on Saturday, normally a quiet day for retail sales in the downtown. This well illustrates what is possible when salesmanship and cooperation among downtown merchants are used to full advantage."
