Conventional wisdom dictates that the use of GPS surveillance technology in sport to assist athletic performance is an overwhelminglypositive phenomenon. Specifically, the health and performance benefits of the application of GPS and surveillance technologies have been well documented across a range of field sports. Previous research into the developmental implications of GPS surveillance in professional rugby league (Jones, Marshall, & Denison, 2016) has identified that there are some significant unintended consequencesof their use for elite athletes. Construction sites comprise constantly moving heterogeneous resources that interact in close proximity of each other. The sporadic nature of such interactions creates an accident prone physical space surrounding workers. Despite efforts to improve site safety using location-aware proximity sensing techniques, major scientific gaps still remain in reliably forecasting impending hazardous scenarios before they occur. In the research documented in this thesis, spatiotemporal data of workers and site hazards are fused with a quantifiable model of an individual's attitude toward risk to generate proximity-based safety alerts in real time. During the last decade, location-tracking and monitoring applications have proliferated, in mobile cellular and wireless data networks, and through self-reporting by applications running in smartphones that are equipped with onboard global positioning system (GPS) chipsets. While geographic information systems (GIS) can provide information on the static locations of critical infrastructure and evacuation routes, they do not provide the dynamically changing locations of things and people on the move. In contrast, radio frequency identification (RFID) wireless network technology can automatically identify and track the movement of assets (i.e., fire engines, ambulances, and rescue workers) and vulnerable citizens on the move (i.e., the elderly and the disabled), and hence providing local governments and communities with real-time information and enhanced decision-making capabilities, during chaotic disaster response operations (i.e., evacuation).
