Aim: The public sector is facing turbulent times and this challenges nurses, who are expected to serve both patient interests and the efficiency drives of their organisations. In the context of implementing person-centred health policy, this paper explores the evolving role of front-line nurses as leaders and champions of change.

Background: Nurses can be seen to have some autonomy in health-care delivery. However, they are subject to systems of social control. In implementing person- centred policy, nurses can be seen to be doing the best they can within a constrained environment.

Managerial Segmentation Of Service Offerings In Work Commuting, Steven D. Silver

This study reports an implementation of procedures that multivariate methodology make available to assess the relative importance of attributes of service offerings to work commuters. Adaptive choice conjoint analysis was used to derive the importance weights of attributes in available service offering to a commuter sample. A clustering procedure was then used to define homogeneous sub-groups of the sample and the combination of demographic differences that discriminate clusters. Results of this assessment are used to indicate how a market in workcommuting can be segmented on the basis of user indications of the importance of attributes of service offerings.

Rural Disabled Medicare Beneficiaries Spend More Out-Of-Pocket Than Their Urban Counterparts, Erika C. Ziller Phd, Jennifer D. Lenardson Mhs, Andrew F. Coburn Phd

The majority of Medicare beneficiaries experience gaps between the care they need and costs covered by Medicare and seek supplemental coverage to meet this gap, including private plans offered by former employers or purchased individually, or public coverage through Medicaid. Since rural beneficiaries are more likely to purchase supplemental indemnity coverage individually, to participate in Medicaid, or to go without supplemental coverage altogether, it is likely that their out-of-pocket spending differs from that of urban residents, although the magnitude and direction of these differences may vary for individual beneficiaries. Inquiring Into Activist Publics In Chronic Environmental Issues: Use Of The Mutual Gains Approach For Breaking A Deadlock, Soojin Kim, Jeong-Nam Kim, Laishan Tam, Gwang Tae Kim

Research Collection Lee Kong Chian School Of Business

This study aims to understand different publics’ communicative behaviors for problem solving surrounding an oil spill issue in Korea. Specifically, it explores the differences between chronic activists and other types of publics who were affected by this chronic environmental issue. A total of 24 interviews were conducted, from which five different types of publics were identified. The findings suggest that the majority of activists who are currently working on the issue are closed-chronic activists, which are slightly different from Ni and Kim’s findings on chronic activists’ communicative behaviors. Many rural Nebraskans are concerned about more severe droughts or longer dry periods in their area, insect-borne diseases like West Nile Virus, and more extreme summer temperatures in their area. Fewer rural Nebraskans are concerned about the availability of water for their community or home or more frequent extreme rains or floods. Residents of the North Central region are more likely than residents of other regions of the state to be concerned about more severe droughts or longer dry periods in their area.

By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community as friendly, trusting, and supportive. Most rural Nebraskans also say it would be difficult to leave their community. In addition, most rural Nebraskans disagree that their community is powerless to control its future.

However, the proportion of rural Nebraskans satisfied with many social services and entertainment services has decreased across all nineteen years of the study. Declines in satisfaction levels across all 19 years are seen with nursing home care, medical care services, senior centers, mental health services, entertainment, retail shopping and restaurants. …

A number of cities around the world have adopted urban consolidation centers (UCCs) to address challenges of last-mile deliveries. At the UCC, goods are consolidated based on their destinations prior to their deliveries into city centers. Typically, a UCC owns a fleet of ecofriendly vehicles to carry out such deliveries. Shippers/carriers that make use of the UCC’s service hence no longer need to be restricted by timewindow and vehicle-type regulations. As a result, they retain the ability to deploy large trucks for the economies of scale from the source to the UCC which is located outside the city center. Furthermore, …

Few academic disciplines have grant writing as standard part of their curriculum at the graduate level. In the past, grant writing has received little or no emphasis in traditional library education since library science faculty themselves have a poor record of pursuing external funding. It has been claimed that the risk/reward dynamics of shareholder litigation have encouraged quick settlements with substantial attorneys’ fee awards but no payment to shareholders, regardless of the merits of the case. Fee-shifting charter and bylaw provisions may be too blunt a tool to control agency costs associated with excessive shareholder litigation, and are in any event now prohibited by Delaware statute. We claim, however, that active judicial supervision of public company shareholder litigation at an early stage reduces the costs of frivolous litigation to shareholders by separating meritorious from unmeritorious litigation before the full costs of discovery are incurred. …

Most rural Nebraskans have participated in community involvement activities but they have not been as involved in some political activities. However, most rural Nebraskans have spoken with their pocketbooks on political and social issues by either buying or boycotting products because of the social and political values of the company providing them. And, many rural Nebraskans have signed a written petition about a political or social issue and have contacted a local public official to express their opinion.

Certain groups are more likely than others to have participated in community and political involvement activities. While younger persons are more likely …

Research Brief: "Military Veterans Marching Towards Entrepreneurship: An Exploratory Mixed Methods Study", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This study investigates whether a community entrepreneurial education program fuels entrepreneurial passion and increases consultations for veterans. In practice, transitioning service members should consider participating in entrepreneurship training courses with mentors and consult their informal networks. In policy, the VA and policymakers might partner to create more opportunities for veterans and civilians. Suggestions for future research include having a broader sample size, as well as measuring the structured entrepreneurship training courses' effectiveness.

This analysis of employment, output, unemployment, and house prices finds that the 10 major metropolitan areas of the Mountain West, despite significant economic headwinds, weathered the first quarter of 2015 with robust economic growth. Eight of the region’s 10 major metro areas advanced on all four metrics of economic performance, and the remaining two metro areas slipped only on a single front.

The national economic slowdown that arrived in early 2015 did not entirely bypass the Mountain West, but the region resisted the drag better than any other. As U.S. economic output contracted by 0.3 percent in the first quarter, …

Oceans are suffering from the dual climatic pressures of warming temperatures and acidification, increasing the presence of disease risks that affect marine organisms and public health. Through a randomized field-based experiment, this study examines the effects of communicating about risks to marine organisms and public health on people’s support for policies aimed at mitigating those risks as a function of different message frames. To maximize the salience of these issues, participants were recruited from ferry passengers (N1⁄4543) in the San Juan Islands of Washington State in the summer of 2013 and randomized to read one of four fictitious news articles …

However, a goal of the Affordable Care Act (ACA) of 2010 is to change this by improving insurance access and the intersection of mental and general health care. As insurance status intersects with race, the present study examines how race, insurance status, and hospital mental health services utilization differ across groups within the state of New Jersey.
