Computing offers essential problem-solving tools needed for contemporary challenges. The role of computing in education, and appropriate pathways for modern students, are of concern [10]. Educators recognize the importance of improving information technology (IT) skills and fluency, and studies have developed guidelines [7][8], but the analytical concepts and tools of computing have benefits beyond IT fluency. CT [12] continues earlier discussions on the nature of computing, [3][9]. This has helped the computing community to strengthen definition of the problem solving skills that computing brings to society, through education, outreach, and research. As more and more universities establish Institutional Repositories (IR), awareness is developing about the limitations of IRs in enhancing the academic research service. The concept of an IR needs to be expanded to include the integration of the processes that transform intellectual endeavor into a broadening array of academic and research support services which are fundamentally social. This paper addresses the design problem relating to ontology engineering in the discipline of information systems. Ontology engineering is a realm that covers issues related to ontology development and use throughout its life span. Nowadays, ontology as a new innovation promises to improve the design, semantic integration, and utilization of information systems. Ontologies are the backbone of knowledge-based systems. In addition, they establish sharable and reusable common understanding of specific domains amongst people, information systems, and software agents.
