Lack of access to technologies and quality data are key challenges for reducing the digital divide and developing digital citizens to support Smart City initiatives. This paper reviews efforts towards Smart Cities and access to smart technology and Open Data in developed economies globally and in South Africa. Reviews of literature and websites were conducted and the Qualitative Content Analysis method was used to analyse the data. The social market economy was developed in Germany during the interwar period amidst political and economic turmoil. With clear demarcation lines differentiating it from socialism and laissez-faire capitalism, the social market economy became a formula for peace and prosperity for post WWII Germany. Since then, the success of the social market economy has inspired many other countries to adopt its principles. Drawing on evidence from economic history and the history of economic thought, this thesis first reviews the evolution of the fundamental principles that form the foundation of social-market economic thought. Increasingly, criminal justice practitioners have been called on to help solve breaches in cyber security. However, while the demand for criminal justice participation in cyber investigations increases daily, most universities are lagging in their educational and training opportunities for students entering the criminal justice fields. This article discusses the need to incorporate courses discussing the Dark Web in criminal justice. The human resource skills gap in cybersecurity has created an opportunity for educational institutions interested in cybersecurity education. The current number of schools designated by the Department of Homeland Security (DHS) and National Security Agency (NSA) as Centers of Academic Excellence (CAE) to train cybersecurity experts are not sufficient to meet the shortfall in the industry. The DHS has clearly mapped out knowledge areas for cybersecurity education for both technical and non-technical disciplines; it is therefore possible for institutions not yet designated CAEs to generate cybersecurity experts, with the long-term goal of attaining the CAE designation. Recently, some corporations, such as Hewlett-Packard, IBM, and Yahoo!, decided to end their remote working policies. While this policy change caused major tension and disruption within, organizations still trumpeted this change, arguing that it would improve collaboration and communication. In order to resolve the potential conflict, this study assessed the effectiveness of their recently changed practice, the elimination of remote working policies. Abstract – The purpose of the study was to assess the opinions of two equal groups of QUALTRICS panelists, one having lived through a CAT 5 storm and the other not, on their respective beliefs about the effect man-made global warming has had on increasing the intensity of major weather events. The authors identified individuals in each group based on individual eco-orientation. Across the country local government revenues have decreased while operating costs such as fuel, materials, equipment, and health insurance costs have significantly increased. In addition to reduced revenues, interest earnings for city and county government investments are low. These factors combined have created a difficult financial arena in which local governments must operate. While economists are reporting signs of economic recovery, many city and county budgets are just now feeling the full brunt of the economic downturn that began in 2008. Earmarks have been controversial ever since becoming a prominent part of the congressional spending process. Critics charge that earmarks fund projects with little or no economic value (for instance Ted Stevens’ “Bridge to Nowhere,”) but instead allow Congress members to direct government spending to campaign contributors (the charge leading to a federal investigation of the now-defunct lobbying firm PMA Group). On the other side of the controversy, congressional earmarks do fund a number of community improvements which are very valuable, at least locally. While the digital revolution has transformed the way many of us work and live, more than half the world's population lives in rural areas that have been shut-out of the digital transformation. Low-income countries have yet to realize the benefits from the digital revolution; therefore, a need exists for innovative and alternative models to overcome the lack of access to knowledge and learning. In spite of the concerted efforts made by the Nigerian government at funding the Universal Basic Education (UBE) in the country, 11 million children of school age are still out of school. To augment the funding, the paper proposes the involvement of multinational corporations. Participation in UBE is seen as a tangible Corporate Social Responsibility (CSR) project that will have direct impact on the host communities in such a way that will eliminate the hostilities of the host communities towards multinational corporations.

Disaster Recovery Planning: What Section 404 Audits Reveal, Dana R. Hermanson, Daniel M. Ivancevich, Susan H. Ivancevich

This article summarizes U.S. Sarbanes-Oxley Act section 404 internal control reports that reveal material weaknesses due to inadequate disaster recovery planning. According to the authors, Section 404 applies to public companies with over $75 million in public float. They advise that auditors evaluating internal control over financial reporting must consider key information technology-related risks and controls that affect financial reporting, including issues related to disaster recovery planning.

Strategies For Managing An Aging Workforce, Marie F. Jones

Demographic trends show that the population of librarians in the U.S. is rapidly aging. This paper examines the ways that library managers can make workplaces more attractive to older librarians in order to encourage them to remain in the workforce beyond retirement age. The article dispels some negative stereotypes of "the older worker" and shows the advantages of retaining individuals with experience and maturity. It also addresses organizational climate, management, and training issues related to older workers.
