Economic and Financial Review
With the emergence of the dry season and harmattan in most parts of the country, very little farming activity took place during the fourth quarter of 1987. Rather, some northern states, namely, Bauchi, Niger and Sokoto reported serious drought with grasshopper infestations which damaged thousands of hectares of farm crops. However, a total of 124,788 metric tonnes of fertilizers were distributed to farmers across the country in preparation for the next farming season. This figure represents a decrease of 41.6 per cent over the level in the preceding quarter.

The widespread concern expressed about possible adverse effects of late arrival of rains abated slightly towards the end of the quarter. This was because in the south, middle belt and sudan savannah regions, the level of rain allowed early crops like maize, yam, groundnut and vegetables to be planted, nurtured and in some cases harvested. In the northern parts of the country, especially the sahelian zones, farmers experienced their first rains which facilitated land preparation activities as well as plan ting, especially in Kaduna, Bomo and Sokoto states. The Impact Of River Basin Development Authorities On Nigerian Agriculture: A Case Study Of Niger River Basin Development Authority, E. D. Balogun, E. U. Ukeje

The paper traced the history of water resource development in Nigeria, and assessed the impact of the Niger River Basin Development Authority (NRBDA) on crop production in the region. The analysis of available data showed that although the NRBDA's activities resulted in improvements in crop yields, and farm incomes of beneficiaries, the impact on regional output and area cultivated was marginal since it accrued to only very few farmers. Moreover, the cost of generating such increments was outrageously high when compared to the incremental costs incurred by alternative development institutions in respect of similar activities. The importance of world trade has long been recognized in the Commonwealth of Virginia (VA). Indeed, one of the major reasons for establishing the original colony at Jamestown was to provide a base from which the New World "treasures" could be shipped to the mother country—England. As a result, since colonial days VA has been one of the world's major exporters of tobacco. Even today the volume of VA's tobacco exports is second only to her exports of bituminous coal.

The study tour of Malaysia, Singapore and Indonesia was undertaken as part of the Government of Western Australia'a policy to broaden overseas markets for agricultural products. Preliminary examinations of these economies suggest that each represents a potentially large market given their large populations and levels of foreign reserves. Malaysia and Indonesia in particular have large reserves of petroleum, minerals and timber which provide their economies with the necessary foreign reserves to finance imports. Singapore relies on its strategic position as and entrepot port for its foreign reserves.

Agricultural adviser Gil George, the author of this article, returned earlier this year from 21/2 years' study in Japan, where he gained a Diploma in Japanese Language from the Osaka Institute of Foreign Studies and a Master's Degree in Economics from Hitotsubashi University, one of Japan's foremost economic institutions.
In Japan he examined the post-war development of the Japanese agricultural co-operative movement, and some aspects of marketing of agricultural products.

THE post war period has seen very rapid growth and changes in the agriculture of Western Australia.
Almost every industry and region of the State has contributed to the growth of rural production which in turn has been responsible for much of the development in other sectors of the economy.

IN West Australian agriculture there is a considerable "backlog" of information available to farmers which is not being used in practical farming. This, of course, is true of agricultural industries anywhere in the world.
This "backlog" results in a big difference in productivity between the best farms and the "average" farms in each district.
This article is a simple economic study of the potential of one shire of Western Australia.

THE potential of the Wongan-Ballidu Shire to produce increased quantities of grain, wool, sheep and meat up to the year 2,000 was estimated and discussed in the first part of this article (see last issue).
In this second and final part the financial returns likely to accrue to the shire and the individual farmers as a result of these increases are discussed.
