Since 1994, David Lakari has been director and chair of the Maine State Housing Authority. The Maine State Housing Authority is an independent state agency and a $1.5 billion financial institution. Its mission is to help Maine’s low- and moderate-income citizens obtain and maintain decent, safe, and affordable housing and services suitable to their needs. In this interview, Lakari focuses on his concerns for the future, in particular, the need to find suitable housing options for one of Maine’s fastest-growing demographic groups—the middle-income elderly. In December 1987 Governor McKernan appointed a 30-member, statewide task force to address the issue of affordable housing in Maine. The task force was charged with investigating the quality and cost of affordable housing for lower- and middle-income families, and recommending a set of actions to improve the quality of existing housing as well as to increase the supply of housing. In September 1998 the Task Force issued a report that prescribed a number of local and regional—as well as private and public—solutions to the problem of affordable housing. Many of Maine’s low-income families and elderly residents have been able to secure affordable housing with help from a Section 8 certificate, which allows residents to pay no more than 30 percent of their income toward rent and ensures the federal government will make up the difference. Over the years, much of the development of Section 8 housing projects has been assisted by financial incentives and agreements between private and non-profit owners and the federal government. Yet recent changes in federal legislation remove many of these incentives and the agreements that go with them. As a result, some of Maine’s …

Currently, the Greater Portland, Maine area is experiencing a significant shortage in both subsidized rental housing and moderately priced, market-rate rental housing. According to Erin MacLean, the problem is that even with heightened demand, historically low interest rates, and historically high rents, developers are finding that new, market-rate housing is too expensive to build in Portland. The lack of moderately priced housing has affected local business owners as well, who report they are finding it difficult to hire workers in the $8 to $15 range. Documentary letters of credit have historically been an important and popular method of payment in international trading transactions. In fact, they have been described as the "life-blood of international commerce." A number of uniform international practices have developed for their use, many of which are codified in international rules such as the UCP 500. Strategic management in Asia is different. Decision-making differs from that taught in Western, and even Asian, schools of business. In the last decade, the influence of Japanese management systems on Western management practice has become evident. Though the Japanese economy is the world's second largest, and Japan's population substantial, neither compares with the combined economies and combined populations of non-Japanese Asia. Family roles in deciding household purchases have intrigued marketers for a long time, with researchers calling for more studies on the subject - especially those which look into the roles played by children and others in the decision process. This paper investigates the relative influence of the husband, wife, children, and others in 5 sub-decisions involved in the choice of a school, and distinguishes families reporting different roles on their demographic characteristics. Cluster analysis was used to develop segments on the basis of family roles. Results indicate that children and others have negligible influence in this particular service and that …

The purpose of this study was to determine the effects of an organizational communication intervention on job satisfaction levels. Nineteen employees of a rural public health department served as the subjects of the study. Archival data was reviewed based on a pre and postjob satisfaction questionnaire administered to subjects in relation to a communication intervention. It was hypothesized that job satisfaction levels would increase as a result of an organizational communication intervention. Results of an independent !-test analysis for overall pre and postjob satisfaction scores did not support this hypothesis. Implications of the study and recommendations for future research are …

Professors Bratton and McCahery take up the main questions addressed by the literature on comparative corporate governance: whether national governance systems can be expected to converge in the near future, and whether the focal point of that convergence will be a new, hybrid governance system comprised of the best practices drawn from different systems. This Article advances the view that neither global convergence that eliminates systemic differences nor the emergence of a hybrid best practice safely can be projected because each national governance system is a system to a significant extent. I will first examine what I see as the common sense fundamentals of the exchange rate mechanism, noting as I go, the relationship with the current Russian crisis. In my examination, I will take the simplest approach, assuming free trade, unrestricted capital movements and negligible transaction costs. Recent federal court decisions have struggled to apply the Supreme Court's decision in Central Bank v. First Interstate to determine when outside professionals should be held liable as primary violators under section IO(b) of the Securities Exchange Act. In keeping with the Court's current interpretive methodology, Central Bank and its progeny employ a textualist approach. In this Article, Professor Fisch argues that literal textualism is an inappropriate approach for interpreting the federal securities laws generally and misguided in light of legislative developments post-dating the Central Bank decision. Librarians at Cornell University Library (CUL) launched the first system-wide integrated gateway to networked resources, services, and library information in January 1998. Using a case study approach, this article examines the design and implementation process that helped the project succeed, rather than focusing on the technology or the vision behind the gateway. The authors identify and discuss critical success factors and the organizational learning experience that moved CUL a step closer to mastering the process of innovation.

It is not uncommon for universities to develop and market their advertising slogan. This study examines institutional advertising slogans, and empirically tests the cognitive component of brand-fit. Findings are indicative of a relationship between cognition and university advertising slogans. Implications for university communications are marketing strategies are discussed.
