Affirmative Action: New Interpretations And Realities, Dow Scott, B L. Little

Affirmative action emerged during the 1960s as a government-mandated strategy for rectifying the effects of past discrimination. Although the goal of providing equal opportunity for all citizens regardless of race or gender has never been questioned seriously, controversy has swirled around affirmative action with claims by non-minorities of "reverse discrimination" and complaints by employers of coercion to hire unqualified job applicants. This paper examines the relevance of affirmative action for the 1990s in light of changes in public policy and changes in society. Organization design, mission statements and management strategy are not often given the emphasis they deserve within the human service sector. These issues are given a great deal of emphasis within the mainstream commercial sector.

In the minds of many human service boards of management these issues are seen as secondary, behind the primary aim of assisting clients. While this priority is commendable, the secondary issues are rarely addressed sufficiently. The result is that the organization loses direction and fails to remain abreast of the changing demands of the client population.

Work redesign is not only important for the wellbeing of the employee, but it has also captured the imagination and zeal of some employers. Recent studies (Hendry, 1990 ; Cordery, Mueller & Smith, 1991) have indicated that employees become more positive and enthusiastic towards their jobs and employers experience gains in productivity. Over the years many people have examined the concept and need for work redesign (Hackman & Oldham, 1976; Galbraith, 1984; Pasmore, 1988). Concepts such as work simplification, job enrichment, job enlargement, socio-technical redesign, alternative work arrangements and quality of work life programmes have been introduced, developed and implemented. …

Teacher Absenteeism In Secondary Education, Dow Scott, J C. Wimbush

Dow Scott

Teacher absenteeism is a serious problem for school systems. Using an existing model of attendance behavior as a guide, attitudinal, demographic and absenteeism data from 265 secondary teachers were examined. Canonical correlation analysis revealed that absenteeism among teachers was significantly related to distance to work, gender, job involvement, and overall job satisfaction.
