The Integrated Fisheries Management Review Committee was established to develop a strategy to integrate the management and sustainable use of fish resources. The Committee’s report proposes an alternative management framework and a set of guiding principles for allocating fish stocks to ensure optimal benefits are realised for the WA community. The report does not, and was not intended to, address specific allocation issues in particular fisheries – this will be a function of the framework and processes put in place following this review.

A series of six roundtable discussions was conducted by the New England Environmental Finance Center (NE/EFC) from January through May 2002, one in each New England state. Hedonic price method studies have assumed that individuals consider air quality as a characteristic of their homes. The purpose of this study is to determine if air quality is a significant characteristic considered when an individual decides where to live. This study uses a survey to determine where air quality ranks amongst the different characteristics of a home. My results show that air quality is significant but ranks below structural and neighborhood characteristics.

The management of hazardous waste disposal operations is extremely complex involving a multitude of environmental, engineering, economic, social and political concerns. This article proposes a framework to assist policy makers in the evaluation of logistic policies. A spatial general equilibrium based policy evaluation model is developed to calculate risk, cost, and risk equity tradeoff curves. This framework provides policy makers a tool with which they can relate resulting logistics patterns and their associated risk, cost, and equity attributes to original policy goals.

Snowmobiling In Maine: Past Successes, Future Challenges, David Vail

With one snowmobile registration for every 15 residents, Maine may well have the most snowmobiles per capita of any U.S. state. Moreover, the state’s 12,000-mile network of groomed trails and its 2,500-mile Interconnected Trail System make it a major winter tourist attraction. Still, as David Vail points out—and as the number of snowmobile-related deaths confirms—such progress has not come without costs and conflict. Although Vail argues the benefits outweigh the costs, he suggests Maine should act now to alleviate the conflicts related to congestion, over use of the state’s major trails, noise and air pollution, and free riding by non-dues-paying …
