The purpose of this research is to provide a case study of how a highly bureaucratic organization located on a relatively inaccessible military base created organizational structures and climates to minimize innovation time and efforts. Typical approaches to government acquisition are not conducive to innovation and inhibit it in many cases. Conducting business with any government element, including the United States Special Operations Command (SOCOM), can be difficult. The traditional role of workforce training by community colleges in support of regional economic development is insufficient to help rural areas survive in a global economy. Rural community colleges are uniquely positioned to provide enhanced economic development support through entrepreneurship and small business development programs. Using Woolcock and Narayan's conceptualization of social capital, the purpose of this case study of 4 community colleges in a midwest state was to identify specific entrepreneurship strategies rural community colleges use relative to economic development. Each of the three essays contained in this dissertation examine the relationship between institutions and entrepreneurship. The underlying theory that institutions shape entrepreneurs' outcomes is well established. However, the ways in which they do so turn out to be quite nuanced and show marked dissimilarities where low income individuals are involved in the entrepreneurship process. Each essay seeks to understand and identify what contexts individuals are more likely to participate in meaningful, development-oriented entrepreneurship. In essays I and III, the focus is on individuals at the bottom of the economic spectrum.

As rural communities struggle to maintain a sustainable economic base in today's global economy, many are exploring strategies to encourage entrepreneurial development. The purpose of this study was to better understand how local public policy is being be used to support the creation of entrepreneurship development systems in rural communities and how local context shapes entrepreneurship public policy formation. In phase one of the study, a survey and analysis of documents available on the Internet were used to identify county and municipal policy actions associated with entrepreneurial development in 16 counties in North Carolina.
