Innovation is critical enough to the Department of Defense (DoD) that it is called out in both the National Defense Strategy as well as the Air Force Vision. This research takes a dual approach to consider how to improve innovation in the Air Force Small Business Innovation (SBIR) program. An investigation will be conducted to assess the relationship between perspective, incentive, innovation type and innovation success. This will be followed by an investigation to determine company characteristics that influence innovation commercialization. Small Businesses (SB) have been of recognized important to the Federal Government for many years. This thesis explores the role of SB contractors in Air Force (AF) procurement and the effects of recent acquisition reform (AR) initiatives on their involvement, including their method of involvement (contract type), product areas in which they participate, and possible new areas of measurement. This thesis answers the research and investigative questions in three ways. First, it explores the correlation of AR initiatives to SB participation as a whole, via selected contract types, and in selected product categories via causal regression models. The Department of Defense has been called to transform the way it fights, thinks and operates to more effectively counter the changing threats to the United States. Private organizations have long been faced with a similar need to be flexible to meet the dynamic market which they serve. The Office of Force Transformation has been tasked to facilitate the mandated transformation of the DoD. Based on literature on slack resources, slack may be a necessary tool for proper transformation to a more innovative and effective military.

Calls for transforming government and creating entrepreneurial cultures in non-profit motivated organizations are everywhere today. The primary method proposed for instilling an entrepreneurial mindset is to institute "best practices" or "lessons learned" from commercial firms that have characteristics similar to those of large government organizations. While the similarities between the private and public sector organizations are many, the differences (e.g. legal restrictions, missions, and motivation of members of the organization) are also notable. The purpose of this study is to document the change in organizational structure when military jobs and production are transferred to civilian corporations under privatization in place (PIP). Privatization-in-place is a new concept that is being implemented, at Newark AFB, as a result of base closure and the desire to maintain as many jobs as possible in the local community. Privatization In Place And The Base Closure Community: Newark Air Force Base, Ohio, 1993-1995, Paul D. Pidgeon

This thesis studies the experience of the local community during the privatization in place of Newark Air Force Base (NAFB), Ohio. Licking County faced the loss of its largest employer after the 1993 Defense Base Closure and Realignment Commission (BRAC), a five-year commission established by President George Bush as a measure to cut national defense spending after the Cold War's end, recommended closing the Air Force repair facility. In its base closure recommendation, the BRAC gave the Air Force flexibility to craft a privatization in place plan. But the Air Force did not know how much the plan would cost …
