Two dams are proposed on the St. John River in northern Maine: Dickey, a high earth filled dam immediately above the confluence of the Allagash with the St. John, will have an installed generating capacity of 760 MW; and Lincoln School Dam, 11 miles downstream, a capacity of 70 MW. These dams are scheduled for completion during the mid 1980's. The U.S. Corps of Engineers, New England Division, has been allocated funds to design the project and prepare their own environmental impact statement. This thesis presents a description of non-standard work scheduling techniques and a comparison method which enables decision-makers to differentiate between available work-scheduling alternatives with the purpose in mind of selecting the most appropriate and suitable arrangement. The method developed calls for the decision-maker to follow a five-step sequential process to obtain final results. The ingredients necessary to achieve such final results are obtained in a manner similar to that demanded by decision-making-under-uncertainty conditions commonly followed in actual industrial settings.

This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied. A major portion of new electric generating capacity will be nuclear powered. The change to nuclear power will require large outlays of capital not required with conventional fuels to finance nuclear fuel inventories. Nuclear fuel financing requirements are unique because nuclear fuel is not consumed in the same manner as conventional fuels. Financing has not been a problem to date because nuclear fuel can be obtained only through lease from the Atomic Energy Commission.
