The primary goal of vocational education is to prepare the student to successfully enter the world of work. While the present educational structure seems to work well for most Anglo-American students, there is evidence that the system is not effective with minority students. For example , in the case of Navajo students in government-sponsored technical schools, the dropout rate (60 percent) suggests that for Native American students there are serious problems in the educational process which need to be investigated and understood.

"The preparation of youth to succeed in the world of work is an important objective of the American high school."1 Students enroll in high school distributive education to develop an employable skill. The instructional program provides students with a variety of learning activities related to their occupational goals.

Distributive education has expanded to serve the whole range of distributive occupations, after starting mainly as a means of training retail sales persons. An important characteristic of distributive education has been the necessity for rapid adjustment to the changing business conditions.

The job interview has been defined by Heck and O'Neil (1976) as "A process of mutual inquiry between two individuals involving transmission and evaluation of information. A follow-up study of those students who exited the Manpower Office Training Program at Southern Utah State College, Cedar City, Utah, during the period from September l, 1974, through August 31, 1976, was conducted. Of the 49 students contacted, 48 responded to the questionnaire.

The purpose of the study was to determine the extent to which the curriculum of the Manpower Office Training Program at Southern Utah State College, Cedar City, Utah, met the needs of the students. Utah began simulation by converting trailers into mobile modern offices. The first class was taught in June, 1968, with a migrant farm worker project.
