Community violence exposure (CVE) among Black emerging adults ages 18-29 in the United States is a major public health concern. However, an unknown is the nature of the relationship between Black emerging adults CVE and substance use when the perpetrator(s) of the violence are the police and the violence is experienced as a race-based traumatic event. The Classes of Racism Frequency of Racial Experiences (CRFRE) measure assesses individuals’ exposure to perceived racism-based events. African American males experience homicides significantly higher than other groups throughout the United States. More African Americans are victims of violence, especially deadly violence, compared to any other racial or ethnic group. While research has been conducted on the association between perceptions of police and violence among African American men ages 18 to 44, no research exists on whether social media use moderates this association among African American men ages 18 to 44. This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …

This study explores the relationship between Black police officers, Black citizens, and their external environment using a group of 30 police officers and citizens to establish the connection between police officer race and perceptions by same race citizens within the context of police use of force. I use the term Black to be inclusive of African Americans as well as others of African descent without regard to their ethnicity or national origin.
