Above-Average Student Loan Debt For Students With Disabilities Attending Postsecondary Institutions, Kim Bullington, Kaycee L. Bills, David J. Thomas, William L. Nuckols

Black students with disabilities face more hurdles to academic success and completion than do their non-Black non-disabled peers. With an increased reliance on student loans to finance higher education, this double-at-risk population is even more vulnerable than either Black or disabled students individually. This study examines whether there is an additional debt burden to this intersectional population. The Baccalaureate and Beyond public dataset was used to explore student debt for students who graduated in 2017. This analysis found that Black students with disabilities graduated with significantly higher debt burdens than either non-disabled Black students or students with disabilities from other …

Improving Veteran Access; Status Of Operations Of The United States Department Of Veteran Affairs Work-Study Program, Kirk Allen

Electronic Theses, Projects, and Dissertations

The usage status of The U.S. Department Veterans Affairs Work-Study Program is examined. Beneficiary numbers from the Global, Unites States, State, and Local/County perspective are reviewed. While of essential value, the program suffers from a lack of scholarly research and government oversight, and is further hindered by restrictive administrative rules lived first-hand. Research suggests that the program is operating outside of accountability to the taxpayer, presents as unnecessarily/overly-restrictive in accessibility, and is underutilized. The program appears to not be serving all veterans to full potential.

The Role, Accomplishments, And Challenges Of The Congressional Black Caucus Veterans Braintrust, Ron E. Armstead

In 1971, the Congressional Black Caucus (CBC) began its seminal investigation of racism in the military. A year into the investigation, the caucus reported the military had done little, if anything, to address racism in the ranks (188 Cong. Rec., 6739-6744, 1972). The problem continued as one of the most critical issues for the CBC during the latter years of the Vietnam War (188 Cong. Rec. pp. E8674-8688).

Concurrently, in 1971, the CBC held its first annual dinner, which some 500 people attended, including the late actor Ozzie Davis. Over the years, this dinner has grown into a five-day legislative …

Desperate Choices: Why Black Women Join The U.S. Military At Higher Rates Than Men And All Other Racial And Ethnic Groups, Julia Melin

New England Journal of Public Policy

The enlistment of black women in the U.S. military has been a persistent and growing demographic trend over the past three decades. Black women now constitute nearly one-third of all women in the U.S. military. At around 30 percent, this number is twice their representation in the civilian population and higher than that of men or women of any other racial or ethnic group. This article analyzes the changing economic, social, and political landscape in the United States to identify what has motivated this cohort to enlist at such high rates. Several researchers have identified social capital as a means to improve the social sustainability of communities. While there have been many studies investigating the benefits of social capital in homogeneous White communities, few have examined it in Black homogeneous communities. Also, there has been limited research on the influence of racism on social capital in African American communities. In this dissertation a comparative case study was used within a critical race theory framework. The purpose was to explore the role of racial oppression in shaping social capital in majority African American communities. Data were collected from 2 majority Black communities …

Growing up in Sierra Leone was probably the best thing that ever happened to me. I carry with me fond memories of my childhood, growing up on 22 Thompson Street in the one-storey house with red doors and windows and zebra themed paint. The percentage of qualified African American senior military leaders is significantly lower than the percentage of African Americans serving in the enlisted ranks. With the changing demographics of the 21st century, increasing the number of African American Army officers is a practical as well a moral issue. The purpose of this mixed methods study was to understand African American cadets' perception of the Army Reserve Officer Training Corps (ROTC) Leadership Program and the impact of ROTC on their lives.
