[Introduction] Higher education in the United States boasts of diverse institutional offerings to students. From community colleges to well-resourced liberal arts institutions, this diverse array of institutions and types has created a system commonly viewed as having a variety of access points for those seeking higher learning. Higher education stakeholders can argue that this diversity is a strong suit of American higher education, but an argument can also be made that this same institutional diversity laid the groundwork for systemic racism and inequities within the higher education system.

This dissertation project used an interpretivist qualitative research design to study how the right-to-read claim made by seven teenagers attending Detroit public schools in 2016 reflects, addresses, or describes contemporary discussions about educational access. Using situational analysis (SA) as a theory/method, the entirety of the claim comprises the situation of the social phenomenon being studied, not the people. This research combines critical race theory (CRT) with Bronfenbrenner’s ecological systems and uses situation analysis to map historical discourses to conduct a study that examines the history of a present situation of inquiry as presented by this question: How does the 2016 …

Education Inequity By Design: A Case Study Of The Duval County Public School System, 1954–1964, Carolyn B. Edwards

This historical case study examined inequity by design of the Duval County Public Schools in Jacksonville, Florida, between 1954 and 1964. Duval County’s response to the Supreme Court’s Brown v. Board of Education decision in 1954 highlighted the historical influence of White supremacy within this school system, suppressing Black education through a dual school system. Political, economic, and judicial decisions supported the system’s resistance to desegregation and perpetuated education inequity. The author sought to understand the overt and covert political, economic, and judicial influences behind the Duval County Public Schools’ inequity by design to determine if these influences are generally …

Graduate student recruitment is one of the most important factors in growing university enrollment. Unlike undergraduate recruitment, graduate recruitment is a coordinated effort facilitated between graduate faculty and program coordinators and graduate recruiters who often work outside of the department. An essential element in graduate recruitment is the effectiveness with which underrepresented minorities are identified and recruited. Graduate schools are commonly using initiatives known as intervention strategies to help enhance their traditional recruitment strategies and campus visitation programs have become a popular recruitment tool within those strategies.

This article provides a comprehensive examination of aquatic programming at Historically Black Colleges and Universities (HBCUs). HBCUs consist of public, private, 2-year, and 4-year institutions (U.S. Department of Education, 2018). Historically, HBCUs provided descendants of the enslaved access to higher education opportunities (Brown, Donahoo, & Bertrand, 2001). HBCUs now serve a more diverse community and the core focus remains on inclusion, social justice, diversity, empowerment, leadership, and cultural competence (Kennedy, 2012; Rawlins, 2018). A Qualitative Study: Black Male College Students’ Perceptions Of Campus Law Enforcement Officers On A College Campus, Junelle M. Bennett

Black males are often the recipients of police brutality, criminal stereotyping, and inequitable treatment in higher education. This qualitative study examined the experiential narratives of 15 Black male college students’ perception towards law enforcement officers. The data was collected via one-on-one interviews, concluded with a focus group, and then presented in narrative forums. The participants’ feelings, attitudes, or beliefs about themselves as Black males significantly contributed to their inherent identification of the cultural challenges associated with law enforcement officers. The participants’ personal and vicarious life experiences prior to enrolling into higher education were significant to the authentic comprehension of the …

This qualitative dissertation examined links between Reconstruction and Civil Rights Era educational policies and practices and the impact of Eastern Michigan University’s (EMU) institutional policies and practices on black students. This historical case study delineated the experiences of black EMU students who attended the institution at the end of the Civil Rights Era and during the first two decades of the 21st century. The study is significant because, despite landmark Civil Rights Era legislation whose objective sought to narrow the achievement gap, the retention rates of black students at EMU remain disproportionate to those of white students in the …

Historically in the United States, African Americans have faced much adversity in the fight towards educational equality. Beginning with the complete denial of education during slavery, the struggle to attain an education continued following the Civil War, throughout Reconstruction and the rise of Jim Crow. Their formal education remained segregated from white students and was often severely underfunded. Ultimately, Plessy v. Ferguson’s 1896 “separate but equal” decision was challenged and the Supreme Court justices unanimously voted that racial segregation of children in public-schools was unconstitutional in Brown v. College degree attainment for Black Americans has significantly fallen their majority counterparts. While educational attainment for this minority demographic has been less than average, a secondary trend emerges. Despite the rises in graduation rates, Black males consistently earn a smaller percentage of the degrees garnered by Black students. Furthermore, policies throughout sectors of American society produce segregation that manifests as genocidal realities in the lives of Black men—including college graduation. Patterns of representation of African Americans in K-12 special education programs vary across the United States. A school district in Arizona has a 13% African American population, yet the African American special education representation is 17%. The purpose of this grounded theory study was to generate an understanding of the processes related to special education referral and assignment of African American elementary students as perceived by 7 teachers and 6 parents in the school district. Brown v. Board of Education (1954) was a significant court case fought to provide equal educational opportunities for African-American students. Though the case was fought with good intentions, there may have been unintended consequences that occurred due to the policy implementation. The purpose of this research was to explore the policy, its implementation, and assess the extent to which the goals of the original policy were met. The United States economy has an accelerating demand for science, technology, engineering, and mathematics (STEM)-related degrees and programs that makes it essential for members of minority populations to achieve degrees in these fields. African American women are underrepresented in STEM fields, suggesting a need to better understand their development and needs while attending community college. This hermeneutical, phenomenological research study investigated the lived experiences and perspectives of African American women enrolled in STEM majors at community colleges. Several researchers have identified social capital as a means to improve the social sustainability of communities. While there have been many studies investigating the benefits of social capital in homogeneous White communities, few have examined it in Black homogeneous communities. This project focuses on American prison writings from the late 1990s to the 2000s. Much has been written about American prison intellectuals such as Malcolm X, George Jackson, Eldridge Cleaver, and Angela Davis, who wrote as active participants in black and brown freedom movements in the United States. However the new prison literature that has emerged over the past two decades through higher education programs within prisons has received little to no attention. The purpose of this study was to document and examine the perspectives of members of a historically African American community located in Las Vegas, Nevada (historic West Las Vegas) concerning equal education and school desegregation and resegregation in the Clark County School District from 1968 to 2008. A survey of the Atlanta metropolitan area reveals a growing trend in African-American church sponsored schools. The emergence of these schools is curious in that it is counterintuitive to the protection of the public school system on which the majority of African-Americans rely; the schools are mainly in the suburbs where the public schools offer relatively high standards of education; and there seems to be no public debate accompanying a trend that is likely to have far-reaching public policy implications. Teaching African-American Children: The Legacy Of Slavery, Harold Horton

The pathetic state of urban public school education offered to African-American children stems from slavery, when it was against the law to educate slaves, who were regarded as chattel. This article traces the history of the blighting of their minds by stripping those slaves of their African culture, and its effect on African-American children, as well as other children of color, today. Horton offers suggestions for coping with the problems of modern schools as related to respecting and teaching these children, pointing out that the system is the problem, not the children.

In Reflections of an Affirmative Action Baby, Stephen L. Carter, an Afro-American law professor at Yale University, has written a wide-ranging book on affirmative action policy. Like numerous other books on the subject, Carter covers the issues of its legitimacy as policy, white opposition, impact on black mobility, and contradictions faced by universities in administering affirmative action. Carter also offers a new area of discussion — namely, the evolving division among Afro-Americans regarding affirmative action, allocating six of eleven chapters to facets of this issue.
