In Tacoma Public School District 10, there is one music supervisor for fifty-two schools serving 150,000 people. This supervisor must, of necessity, rely in part on the administrative ability of the individual director under his supervision. It was the purpose of this paper (1) to discover a working philosophy of music education for everyday use by the instrumental music director; and (2) to find from authoritative sources the factors essential for successful administration of the Junior High School instrumental department.

Many contemporary documented sources have substantiated the claims of earlier scholars that singing in the eighteenth century reached such a high point of skill and virtuosity that it has never since been equaled. If the above is true, it would seem that an investigation of the early singing schools would be of value to contemporary teachers and students of singing, in as much as various vocal theories seem to advocate differences of opinion.
