Why have issues which disproportionately affect African Americans not been brought to the policy forefront and given attention properly so that effective solutions can be found? Because of their roles as controllers of the government's budget, politicians and other policy makers decide which problems will be addressed. It is important, therefore, that African Americans elect political candidates of their choice. In the past, African Americans largely were outside the arena of public policy setting. Thus, solutions to problems which disproportionately affected African Americans were not pursued.

The mass media has said very little about it, but Ron Daniels, an African American, is a presidential candidate. In 1988, Daniels was the southern regional coordinator and deputy campaign manager for Jesse Jackson's campaign. Daniels, a veteran social and political activist as well as former director of the National Rainbow Coalition, declared his candidacy for president at a news conference October 14, 1991.

It has been widely recognized, at least since the Selma march during the civil rights movement, that the interests of black citizens and other minorities are directly connected to their capacity to participate in the political process and to public policies that protect that option. The clear message of the Selma demonstration was that, for a people constrained by a broad range of oppressive racist structures, voting is a basic resource for protecting all other rights. Further, it was clear that those who control power will restrict access to the ballot as their main line of defense.

The New York-New Jersey Boundary Controversy: John Marshall And The Nullification Crisis, Michael J. Birkner

In 1832 a long-standing boundary dispute between New York and New Jersey complicated the work of Chief Justice John Marshall and President Andrew Jackson. Long reviled by southern states' rights advocates, including the president, Marshall in 1832 faced the prospect of having the Court's decisions ignored by the state of Georgia. Federal authority was further challenged in the fall of 1832, when South Carolina nullified the tariff of 1828, thereby provoking a constitutional crisis. On December 10, 1832, to the amazement of many observers, Jackson issued a proclamation rejecting nullification and secession, and threatening military action if South Carolina did …

The Reagan administration launched a two term campaign to win support for the Contra rebels fighting Nicaragua. The rhetorical war began in secrecy and ended in scandal. With Reagan's reputation as a "great communicator" and the priority he assigned to the Contra cause it seemed surprising to find virtually nothing on the topic in a search of the communication journals through mid 1992.

In 1948 Margaret Chase Smith of Maine became the first woman elected to the Senate entirely on her own merit. She went on to enjoy a long and distinguished career in Congress. The highlight of this career was Smith’s 1950 speech against foe McCarthy, known as her Declaration of Conscience. In the following article, Dennis Morrison analyzes the speech and traces its origins to Smith’s early life in Maine.

Opportunities for Undergraduate Research Experience Program (OURE)

Since the Revolutionary crisis with Britain began, people have debated Samuel Adam’s role in America’s break from the Empire. Currently, scholars are particularly interested in Adams ’ influence over both the people of Boston and other inhabitants of the Massachusetts Bay Colony, as they resisted British regulations. Was he able to manipulate crowd and mob behavior to enhance provincial fervor? Key to understanding Adams' influence is his conversion of rural Massachusetts to revolutionary sentiment. The purpose of this project is to assess Adam’s impact as a propagandist from the mid-1760s to the early 1770s.

Many Voices, Similar Concerns: Traditional Methods Of African-American Political Activity In Norfolk, Virginia, 1865-1875, Michael Hucles

African-Americans in postbellum Norfolk, Virginia, as elsewhere, knew that merely gaining freedom through government action--the Confiscation Acts, Emancipation Proclamation, and Thirteenth Amendment--did not guarantee that they would be fairly treated. They therefore attempted to gain control of their lives through a vigorous affirmation of their rights. They began to record their antebellum marriages and normalize family relations, obtain an education, establish a base for economic prosperity, and participate in the political process. Through these actions they hoped to give true meaning to their freedom. Unfortunately, they were not always successful in their attempts.

How scientific are the polls reported in the media on the gun control issue? Without arguing for or against gun controls, this article examines the interviewing and

sampling methods used by media polls and finds that some polls claiming impressive majorities in favor of severe gun controls may not be accurate.

The collection is divided into two series: Series I: Special Commission on Boundaries, Tacna-Arica Arbitration Papers and Series II: Morrow Family Personal Papers.

The first series pertains the 1922 request by Chile and Peru for the United States to arbitrate their land dispute over the provinces of Tacna, Arica, and Tarata. Jay Johnson Morrow was the chairman of the special commission arbitrating the boundary dispute between Chile and Peru from 1925 to 1929. Collection materials include historic maps and treaties, copies of geological surveys, field reports, annexation documents, and reports of arbitration meetings. This series includes materials in Spanish.
