THE years that followed the War for Independence are commonly viewed as a period of rapid economic expansion. Deriving from such elements as a growing population, new foreign markets, increased capital resources, and a confident public spirit, this expansion is known to include a variety of new business ventures, notably in manufacturing and in transportation. Such new ventures are normally pictured in their business context, showing few political overtones apart from sporadic opposition by rural legislators.1 This latter emphasis may be mistaken, however, because many of these early innovative business ventures faced challenges in the form of local political controversies …

The state of Maine has had but one constitution in its one hundred and forty-four year existence. The document itself, however, has been amended nearly one hundred times. Thirty of these amendments came before the close of the nineteenth century; most of the subsequent amendments were either suggested initially before the turn of the present century or owe their existence to an amendment approved prior to 1900. What is proposed in this study is an examination of the amendments with particular emphasis upon the conflicting reasons of proponents and opponents of specific measures. The problem of Mexican Federalism has been seriously debated by Latin American historians and political theorists. Does the present Mexican political structure, when viewed in conjunction with the unique functioning of Mexican Politics, justify the federal designation? Conscientious observers are in close unanimity on the answer. Federalism, in the "traditional" sense of the word, does not exist in Mexico today. As one leading observer has stated, "the seeds of centralism were sowed at Querétaro despite the adoption of the federal form provided for the 1917 constitution." John T. Caine, an adept leader in the national and local political arena, was one of the best known and most highly respected men in Utah during the territorial era. Very early in his life he assumed an active role in politics and became one of the early leaders of the Democratic Party in Utah. From the time of his initial election in 1882 as the territorial delegate until his retirement in 1893, he labored in behalf of his constituents. William Pierce Frye served as a Senator from Maine for a period of thirty years, 1881-1911. During this time the United States passed from a nation still binding the wounds of the Civil War to a nation which achieved the status of a world power. Frye was an active participant in this growth and as much as any single individual, symbolized the United States of this period.
Like his country, Frye was often impulsive as his opposition to the Bayard-Chamberlain negotiations illustrates. He was an artist at "twisting the lion's tail" and never failed to exploit this ability whenever the …

Section V: The Rise of Capitalism and the National State to 1500
The national state in Western Europe was a new institution, without precedent in the European World. Its rise and almost immediate conflict with the Church challenged political theorists to reexamine the assumptions of a universal church in a universal empire upon which the theory of the two swords was based. These assumptions were so generally accepted that they were not easily abandoned. In the fourteenth century Marsiglia of Padua, for all his disinterest in the two swords, had arrived at his conclusions without denying either the existence of a universal church or the validity of the traditional morality. This work undertakes a study of some aspects of the thought of one man, Doctor José María Luis Mora, a Mexican liberal of the nineteenth century. Naturally, selection by the writer has narrowed considerably the scope of this study. Two factors have conditioned the choice of material from Dr. Mora's breadbasket of ideas: (1) its relevancy to the Mexico of Mora's day, and (2) its value in revealing Mora as a political thinker.

The Greenback party was the strongest third party movement to make its appearance in Maine during the half-century following the Civil War. The party was founded on debtors demand for an inflated currency during the hard times caused by the Panic of 1873.
The heavy taxation policy necessary to liquidate Maine’s large Civil War debt proved most burdensome to the farmers and other holders of real estate and led many of the agrarians to throw in their political lot with the new party. In a study of New Mexico's efforts to win statehood, the joint statehood period (1903 to 1907) presents unusual interest. It was during these years that an attempt was made on the part of the administration and certain congressional leaders to unite New Mexico and Arizona and admit them as one state. The period is a distinct episode in the struggle of New Mexico for admission in the union.

The purpose of this paper is two-fold. First, a study will be made of the Progressive movement of 1912 in the state of Maine. This will include a narration of events and an analysis of the causes and results in state politics. Secondly, the Third Party of 1924 will be taken up and treated similarly. A conclusion will then be made giving the relative purposes of the two movements showing from what groups each drew its adherents and why the movements were supported by these groups.
