The Growth Of Federal Authority, 1929-40, Terry Irving
Terence H Irving, Dr (Terry)
This chapter covers the period of economic crisis in which Labor returns to government at the national level, splits and loses office, and rebuilds its strength in a long process of asserting the authority of the Federal Parliamentary Party against the state branches and the factions they often spawned. It begins with Scullin's victory and ends with the new leader, Curtin, poised to make Labor the party of government in another moment of national crisis.

The Holocaust, Gulag, And Sociology: Why Is There Less Scholarly Interest In The Soviet Repressive System?, Rachel Schroeder
The Holocaust, Gulag, And Sociology: Why Is There Less Scholarly Interest In The Soviet Repressive System?, Rachel Schroeder
Honors Theses
The Soviet Gulag and the Holocaust are two formative events that claimed millions of victims in the twentieth century; however, the Gulag has received markedly less interest from scholars. Why does such a major discrepancy exist in the amount of attention that is focused on the Gulag as compared to the Holocaust? This paper offers a response to the above question. It explores the scale and dimensions of the discrepancy through a comparative analysis of a Gulag bibliography and a Holocaust bibliography. The paper also offers a response to the question of why the discrepancy exists by inquiring into the …
John Wilkes And The Enlightenment, Stephen Carruthers
John Wilkes And The Enlightenment, Stephen Carruthers
Masters
Based on the absence of a substantial political philosophy and a scandalous reputation, modern assessments of John Wilkes have tended to marginalise his role in the development of radical political ideas in England in the 1760s and 1770s. This evaluation is reassessed in the context of an analysis of Wilkes’s collaboration with Charles Churchill on the North Briton and his political writings of the period, in particular his Introduction to the History of England (1768). Furthermore, Wilkes enjoyed extensive and prolonged contact with the leading continental philosophers of the period, and in particular d’Holbach, Diderot, Suard, Helvétius, and Chastellux, which …

"An impartial history of American statesmanship will give some of its most brilliant chapters to the Whig party from 1830 to 1850," wrote James G. Blaine in his memoirs. This was not, unhappily, because of a great heritage of political achievement in American public life. The work of the Whigs was, as Blaine admitted, negative and restraining rather than constructive. Still, "if their work cannot be traced in the National statute books as prominently as that of their opponents, they will be credited by the discriminating reader of our political annals as the English of to-day credit Charles James Fox …

William Burney And John Jenkins: A Tale Of Maine’S Two African-American Mayors, Elwood Watson
William Burney And John Jenkins: A Tale Of Maine’S Two African-American Mayors, Elwood Watson
Maine History
William Burney and John Jenkins were, respectively, mayors of Augusta and Lewiston. While this in itself is not unusual, the fact that they were African-American city leaders in a state where African-Americans make up less than one percent of the population is quite distinctive. Burney was elected mayor of Augusta in 1988, and Jenkins mayor of Lewiston in 1993. The article discusses their childhood and teenage years, their coming of age in college, and their early careers in the private sector. It suggests that these formative experiences, particularly their religious upbringing and their relation to white peers, was important in …

Universality By Consensus: The Evolution Of Universality In The Drafting Of The Udhr, Amy Eckert
Human Rights & Human Welfare
A review of The Universal Declaration of Human Rights: Drafting, Origins & Intent by Johannes Morsink. Philadelphia: University of Pennsylvania Press (Pennsylvania Studies in Human Rights), 2000. 400pp.
The Universal Declaration of Human Rights (UDHR) has helped to define human rights standards and bring them to the forefront of global concern. Yet the UDHR continues to suffer from charges of cultural imperialism. While many scholars have answered these charges with philosophical justification for universal human rights, Johannes Morsink takes another approach to the question of cultural relativism in The Universal Declaration of Human Rights: Origins, Drafting & Intent.

The title of this book is somewhat more expansive than its contents. The author, a native Ghanaian who holds a Ph.D. from the University of Tennessee and teaches government at South Texas College, reports on an interesting study of human rights/human dignity conceptualizations among the Akan people of Ghana. The Akan constitute about 60% of Ghana’s 14 million people and consist of five major groups: Fanti, Ashanti, Akim, Brong, and Akwapim. A sizable Akan population also lives …
Principle And Expediency: The Ku Klux Klan And Ralph Owen Brewster In 1924, John Syrett
Principle And Expediency: The Ku Klux Klan And Ralph Owen Brewster In 1924, John Syrett
Maine History
During the early 1920s the Ku Klux Klan gained considerable support throughout the United States and in Maine. In 1924 Ralph Owen Brewster, later a senator, secured the Republican nomination for governor with the Klan’s support. The dominant issue in the election was whether the state should continue to fund parochial schools. Brewster urged that this aid be ended, and the Klan enthusiastically endorsed his candidacy. Brewster narrowly won the primary and then easily won the September election. In this article John Syrett explores the relation between Brewster and the Klan. Mr. Syrett is a Professor of History and former …

Timbuktu: A Lesson In Underdevelopment, Riccardo Pelizzo

Th e purpose of the present paper is to investigate Timbuktu’s economic decline in the three centuries elapsed between 1526, when Leo Africanus reached the Mysterious City, and 1830, when the fi rst European explorers arrived in Timbuktu. It is argued that Timbuktu’s decline was neither an accident nor the result of inevitable natural conditions. Timbuktu’s decay was the product of historical and social forces. Specifi cally, it is argued that Timbuktu lost power and prestige because its market decayed. However, it is also suggested that no single factor can account individually for this event. Th e crisis of Timbuktu’s …

In the threatening winter of 1861, as the United States was being ~ inched ever- closer td the outbreak of civil war by the secession of the Southern states over the issue of black slavery, the newly elected president, Abraham Lincoln, opened up a confidential correspondence with a f6rmer Southern political colleague, Alexander Stephens of Georgia. Stephens had made headlines in November 1860, in a speech to the Georgia legislature, urging Georgia not to follow tlie South into secession. Lincoln sent him a friendly note, asking- for a printed copy of the speech-and perhaps warming Stephens to an invitation to …

Matewan Before The Massacre: Politics, Coal, And The Roots Of Conflict In Mingo County, 1793-1920, Rebecca J. Bailey
Graduate Theses, Dissertations, and Problem Reports
On May 19, 1920, gunshots rang through the streets of Matewan, West Virginia, in an event soon known as the “Matewan Massacre.” Most historians of West Virginia and Appalachia see this event as the beginning of a long series of events known as the second mine wars. This dissertation argues that this event was, rather, the culmination of an even longer series of events that unfolded in Mingo County, dating back at least to the Civil War, and setting the stage for the second mine war. Equally important, while it is outside the scope of this dissertation, the conflicts in …

Human Rights & Human Welfare
A review of States and Strangers: Refugees and Displacements of Statecraft, by Nevzat Soguk. Minneapolis: University of Minnesota Press (Borderlines Series, No. 11) 1999. 328 pp.
I would characterize Nevzat Soguk as either a neo-liberal operating in the guise of a postmodern deconstructionist, or a post-modern deconstructionist operating in the guise of a neoliberal. This is not a trivial distinction, nor an attempt to play semantic games, but my attempt to classify a brilliant theorist (known for his work in political science) whose book has a great deal of merit—but whose writing at times seems aimed more at discursive analysis …
