This thesis project explored how study abroad program administrators can help Japanese students develop intercultural competence through predeparture and ongoing intercultural training so as to improve their capacity to adapt effectively to American cultural norms. The ultimate purpose of this thesis project was to help Japanese students who were studying in the U.S. balance their involvement with their peer group from Japan and build relationships with people in the U.S. in order to fully experience American culture. More than a decade has passed since the United States Supreme Court made its historic decision in Lau v. Nichols on January 21, 1974. Ruling in favor of the non-English-speaking Chinese plaintiffs, the Court upheld earlier guidelines established by the office for Civil Rights for school districts with more than five percent national origin-minority group children. In delivering the Court's opinion, Justice Douglas reiterated these words of J. Stanley Pottinger, former director of OCR:

The tide of warfare that swept the Chinese mainland culminated in the birth of a new government. The People's Republic of China was formally proclaimed on October 1, 1949. The Common Programme, which was adopted by the People's Political Consultative Conference and which be- came the law of the new regime, was the first law enacted to cover the administration of justice. The law presently in force, relating to the same subject matter, is the Constitution of 19542 adopted by the National People's Congress on September 20, 1954.

This paper will attempt to evaluate the agricultural production of China, Japan, and Asiatic Russia in the post-World War II period. The appraisal is based on the agricultural productions which are raised mainly for food consumption; however, such industrial crops as cotton, flax, and hemp are considered also. The claims of the Chinese First Five Year Plan, results of the Japanese Land reform, and the land development program in Asiatic Russian are all examined. Ceremonial music in Japan is a type of music used to celebrate special occasions in special places, e.g., to honor the Emperor on his birthday, or for other special celebrations at a shrine.

In Japanese, the character for ceremonial music is written 雅楽 (pronounced Gagaku). The character 雅 (ga) means graceful, noble, or excellent. The character 楽 (gaku) means good or beautiful musical sounds. Appearing together, 雅楽 the two parts of this character mean ceremonial music, which is not performed among ordinary people.
