This essay strikes new paths for investigating the politics of translation and the (non-) universality of the concept of “human rights” by engaging them in a critical dialogue. Part I of my essay argues that a truly universal concept would have available linguistic equivalents in all languages. On this basis, I develop translation into a tool for disproving the claim that the concept human rights is universal. An inaccurate claim to universality could be made to look valid, however, if one culture dominates over others, and manages to impose its own concepts and exclude competitors. Forthcoming: This book examines how the United Nations and states provide assistance for the police services of developing states to help them meet their human rights obligations to their citizens, under the responsibility to protect (R2P) provisions. It examines police-capacity building ("police-building") by international donors in Timor-Leste, Solomon Islands and Papua New Guinea (PNG). All three states have been described as "fragile states" and "states of concern", and all have witnessed significant social tensions and violence in the past decades. The authors argue that globally police-building forms part of an attempt to make states "safe" so that they can adhere …

The Language Of Resurrection Ritual: A Comparison Of Korean Shamanisn With Blackfeet Beaver Power, Thomas Grove, Shin Freedman

The authors present a comparison of the effects and contents of two traditional pieces—the Korean story, ”The Abandoned Princess,” and a story from the Blackfeet Native American Bullchild's The Sun Came Down—about how they console the dead and the living through songs and chanting from these two different cultures. The paper demonstrates the resemblance between mystic syllables narrated in a song by a Korean shaman and in a tale by a Native American elder, and how repeating words and following actions revive the souls of the deceased and the beleaguered. Some Korean and Navaho myths indicate the significance of the color yellow in building a strong foundation for society. For a new order such as a kingdom, a monastery and religion, even a new way of life, a yellow dragon may move to the center, but also—to spur growth of order in 12th c. and Kwanggaet’o myths—the dragon may meet his blue counterpart. Interaction between the two colors intensifies as a yellow and a blue dragon entwine in the shamanist myth of the Three Chesok Gods. Sometimes other entities bring the two colors into contact. At the recent AusAID sponsored UN Strategy and Coordination Conference on the Regional Capacity to Protect, Prevent and Respond (May 17-18, Bangkok), the UN Secretary General’s Special Representative on Responsibility to Protect (R2P), Edward Luck, noted that while the three pillars of R2P are becoming better known, 90% of the academic work is on Pillar III (Intervention), even though it is comparatively rare. In contrast we know much less about Pillar II: The Responsibility to Assist.
