More than a decade has passed since the United States Supreme Court made its historic decision in Lau v. Nichols on January 21, 1974. Ruling in favor of the non-English-speaking Chinese plaintiffs, the Court upheld earlier guidelines established by the office for Civil Rights for school districts with more than five percent national origin-minority group children. In delivering the Court's opinion, Justice Douglas reiterated these words of J. Stanley Pottinger, former director of OCR:

This paper will attempt to evaluate the agricultural production of China, Japan, and Asiatic Russia in the post-World War II period. The appraisal is based on the agricultural productions which are raised mainly for food consumption; however, such industrial crops as cotton, flax, and hemp are considered also. The claims of the Chinese First Five Year Plan, results of the Japanese Land reform, and the land development program in Asiatic Russian are all examined. The tide of warfare that swept the Chinese mainland culminated in the birth of a new government. The People's Republic of China was formally proclaimed on October 1, 1949. The Common Programme, which was adopted by the People's Political Consultative Conference and which be- came the law of the new regime, was the first law enacted to cover the administration of justice. The law presently in force, relating to the same subject matter, is the Constitution of 19542 adopted by the National People's Congress on September 20, 1954.

The problem investigated in this thesis is the history of the Stilwell Road, from its beginning in 1920, as the old Burma Road, to its completion, re-naming, use in 1945, and death in 1946 .
