In this paper we make one major point: that Roma children in Europe need to be tested in their mother tongue before school placement. Roma children are in a particularly perilous position with respect to their education. We describe the problematic linguistic situation of Roma children, who are bilingual and often bidialectal, but are frequently evaluated in the language of the state for educational placement, a process that has been shown to significantly compromise their chance of success. Since cultural competence is inherent to language acquisition, it should take a central role in heritage language courses so that heritage language learners (HLLs) can make connections with their own culture and be aware of the diversity of the Spanish-speaking world. This article presents an overview of the instruction and assessment of culture to promote critical thinking and reflection in order to reduce stereotypes and to validate the cultural heritage of HLLs. The current role of study abroad and service-learning to teach culture in the Spanish heritage language classroom is also discussed.

Research on second language acquisition has used various quantitative and qualitative measures to assess oral proficiency, yet there is little empirical research comparing these measures. Comparisons between quantitative measures and native speaker ratings are especially rare. Four of the most common quantitative measurements applied in L2 research include the type-token ratio as a measure of lexical diversity; the T-unit as a measure of syntactic complexity; the error-free t-unit as a measure of grammatical accuracy; and average speech rate as a measure of fluency. The subjectivity of assessing writing has long been an issue for instructors, who carefully craft rubrics and other indicators of assessment while students grapple with understanding what constitutes an "A" and how to meet instructor-generated criteria. Based on student frustration with traditional grading practices, this case study of a 20-student technical writing classroom employed teacher-as-researcher observation and student surveys to examine how students in a technical writing classroom in the Northeast collaborated together to generate criteria relating to the quality of their writing assignments. Federal laws and funding initiatives, such as the No Child Left Behind Act and the Race to the Top campaign, have created an increasing incentive for schools nationwide to document student progress, standardize assessment practices, and evaluate teachers according to student success. In response, the Common Core State Standards, a popular yet controversial policy, has emerged. Implemented at the state level, these standards focus heavily on the areas of English language arts and mathematics, subjects not traditionally incorporated to a great extent in music classrooms. The use of argument diagrams to foster argumentation has been an object of research in education, as a way to support students' argumentative interaction and, potentially learning. In this paper it is shown how argument analysis and evaluation assisted by means of argument diagramming tools, further developed in artificial intelligence (AI), can also support the assessment of argumentation skills in the classroom. While it is widely recognised that university graduates should be good communicators, and that close attention be paid to the development of students' communication skills within their disciplinary learning contexts (Arkoudis, 2014; Johnson, Veitch, & Dewiyanti, 2015), it remains open to debate how an effective and sustained focus on language communication can be achieved within disciplinary curricula. When games are approached as a pedagogical methodology, the homologies between games and technical communication are highlighted: pedagogy that teaches people to play and succeed within certain confines; classroom assessment that provides meaningful feedback to encourage self-improvement; instructional design that incorporates gaming theory and game design principles; and usability to ensure optimum success. This paper provides an overview of these topics for instructors to consider when designing a technical writing course as a game.

Coastal zones are exposed to a range of coastal hazards including sea-level rise with its related effects. At the same time, they are more densely populated than the hinterland and exhibit higher rates of population growth and urbanisation. As this trend is expected to continue into the future, we investigate how coastal populations will be affected by such impacts at global and regional scales by the years 2030 and 2060. Starting frombaseline population estimates for the year 2000, we assess future population change in the low-elevation coastal zone and trends in exposure to 100-year coastal floods based on four different …

This study assesses the reliability and validity of the Learning and Study Strategies Inventory (LASSI), an American survey instrument, in an Australian context. The results of this study were compared with those generated by a comparison study held at a different Australian university and also against other internationally published research. There was a high degree of similarity between the LASSI scores from the students at the two Australian universities, however these scores were considerably different from norms published in the LASSI manual. Higher Education in Australia is in a phase of rapid change due to a number of regulatory changes. Over the past five years the Australian Chemistry community has agreed on a list of Chemistry Threshold Learning Outcomes (CTLOs) that every student graduating from an Australian University will have attained. In addition, the Royal Australian Chemical Institute (RACI) has changed its accreditation process for Chemistry degrees and now uses these CTLOs as the basis for accreditation. Enforcement Cooperation In Combating Illegal And Unauthorized Fishing: An Assessment Of Contemporary Practice, Stuart Kaye

The emergence of the exclusive economic zone (EEZ) in the 1970s placed potentially vast areas of the sea under national jurisdiction. Moving from relatively modest territorial seas close to the coast as the only basis of fisheries jurisdiction for States, the international community suddenly embraced a new form of jurisdiction over resources that extended fisheries up to 200 nautical miles from land. This extension brought over one third of the world's oceans, or, more importantly, approximately 90% of the world's wild fish catch, under national jurisdiction.

Does Measuring L2 Utterance Fluency Equal Measuring Overall L2 Proficiency? Evidence From Five Languages, Wendy Baker-Smemoe, Dan P. Dewey, Jennifer Brown, Rob A. Martinsen

The current study examined the relationship between overall second language (L2) proficiency and utterance fluency measures for several L2s in order to determine whether utterance measures can be used to predict L2 proficiency. The study measured the speech rate, number of hesitations, number and length of pauses, number and length of runs, and number of false starts using excerpts from 126 ACTFL Oral Proficiency Interviews (OPIs) spoken by 86 participants. Forty of the participants provided pre‐ and post‐OPI speech samples, which also allowed examination of changes over time. This presentation, given at the Center for Instructional Excellence (CIE) Series II: Expanding Your Teaching Toolkit, offers instructors information on understanding and accommodating the ESL writers in their classrooms. Material is presented on the language abilities of the writers, on the ways in which cultural differences may be manifested in the writing itself, and on the types of accommodations that can be made in writing assignments and assessments. The talk includes information on best practices in writing for all writers and a bibliography of resources about L2 writers.

A direct correlation exists between spiritual and physical health, making spiritual assessment and care a pastoral priority. Raters of Georgia''s (USA) state-mandated college-level writing exam, which is intended to ensure a minimal university-level writing competency, are trained to grade holistically when assessing these exams. A guiding principle in holistic grading is to not focus exclusively on any one aspect of writing but rather to give equal weight to style, vocabulary, mechanics, content, and development. This study details how raters react to “errors” typical of African American English writers, of ESL writers, and of standard American English writers. The project ‘R2P in Oceania’ is a political assessment of the impact and influence of R2P principles on the developing police forces of three states, Timor-Leste, Solomon Islands and Papua New Guinea (PNG). It links most strongly with the Centre’s priority concept two: supporting states to build their capacities to protect their own populations from abuses of human rights, including genocide and mass atrocities. This articulates with the Responsibility to Assist, the least studied aspect of the UNSG’s ‘Three Pillars’ Approach to R2P.
