Frontier Consuls: Americans In British Columbia And The Yukon, 1880-1906, Clyde William Tucker

Many of the important questions whose resolution shaped twentieth century Canadian-American relations developed out of real or imagined conflicts of interest in the Pacific region during the latter part of the ninteenth century. The United States had no diplomatic representation in Canada, but consuls in British Columbia and the Yukon kept the Department of State well informed of developments which affected American interests. With emphasis on the period between 1880 and 1906, this paper describes the roles played by the consuls in the definition of problems that arose from disputes over boundaries, resource use, smuggling and extradition.

Since the original American exposition, held in Philadelphia in 1876 commemorating the union's first centennial, a series of great fairs had been staged in the major cities of the country. Chicago and St. Louis were the leaders in size and success. Portland's Lewis and Clark Exposition of 1904 was financially successful if only regional in appeal and served as an inspiration and standard of comparison for the effort Seattle would make. The intended result of this study is a presentation of the force of personality as the chief explanatory factor in the dispute between Hamilton and Jefferson, and as chief factor in Washington's role as unwilling catalyst. The boundaries will be the historical discipline, utilizing the more measurable psychological insights as given above. The result will hopefully be an insightful connection between personality, behavior, and history.

Meriwether Lewis and William Clark led exploration as they followed the waters of the upper Missouri and the Columbia to the Pacific Ocean in 1805, John Jacob Astor in 1811 tried to occupy the coast with trading posts, and finally Nathaniel Jarvis Wyeth in 1832 attempted to start a fur and salmon industry in the southern tributaries of the Columbia River. This paper will examine one of these earliest explorers, Nathaniel Wyeth, whose expeditions helped to open the Pacific Northwest to American settlers.

During the decades of the 1820's and 1830's, educators in this country studied the European schools where the principles of Johann H. Pestalozzi (1746-1827), Friedrick Froebel (1782-1852), and Emanuel Fellenberg (1771-1844) had been put into practice with favorable results. The Prussian normal schools established by Frederick the Great were some of the best in the world. American educators came back with glowing reports of the progress Europeans were making in this direction. The leaders of the Black movement in the United States generally seem to be skilled rhetoricians. These leaders seem to emulate the same oharaoteristics in the use of rhetoric as did the statesmen who engineered the American Revolution. One notable exception seems to be a young Black named Dick Gregory. He seems to have found a means of persuasion that is far removed from his colleagues. His weapon is wit, and combined with dedication and honesty it helps make his rhetoric one of the most persuasive and unusual of the Black spokesmen.

When the Federal Census was taken in 1940, the population of Ellensburg, Washington, numbered 5,944. Several hundred have been added since, but there has been no wartime boom. As the home of Central Washington College of Education, the seat of government of Kittitas County, and the trading center for a prosperous agricultural and stock-raising community, it is (except perhaps during the annual Rodeo) a quiet town of steady habits with a particularly stable economy.
