Since its incorporation in 1953, the City of Henderson, Nevada has grown from a sparsely populated, one-industry town into a “boomburb” comprised of numerous nationally recognized master-planned communities with an over-arching, future-focused strategic plan. This article is a case study of how this boomburb took advantage of its position in the American suburban landscape to become a true urban place. It also offers a checklist for other communities to consider as they plan for their own futures.

Interstate 11 (I-11) offers Nevada a unique opportunity to advance the economic development prospects of one of the state’s most economically challenged areas: Elko and eastern Nevada. UNLV’s Public Lands Institute is assisting the state stewardship program. UNLV and the state will remain open to the possibilities for partnering during the next fifteen months as CSSP transitions to the state system.

Annual reports of stewardship activities and site data are being prepared for each federal land managing agency. Stewardship hours and mileage, site impacts, and trends will be provided in detail for fiscal year ending September 30, 2011.

Cultural Site Stewardship Program

The Cultural Site Stewardship Program is working with the Desert Wildlife Refuge (DWR) in accordance with a request by the Archaeologist for USFWS.

Several classes were offered to stewards, including map and compass orientation, site photography and lithics instructions.

Twenty-three newly trained stewards along with 12 existing stewards were assigned to the Desert Wildlife Research area, and will be introduced to sites during early fall. The Abandoned Mines Lands project operated by the National Park Service will continue with new objectives this fall.

This research proposes recommendations specific to the desert southwest for retrofitting existing commercial buildings. A dry, arid region such as Las Vegas, Nevada must contend with different ecological concerns than other parts of the United States. The city of Las Vegas sits in a valley in the Mojave Desert of the Southwestern United States and has a population of over 2.5 million inhabitants. The Las Vegas summers are rather hot and frequently exceed 100 degrees F, while the winters are usually mild, about 60-70 degrees F with cool nights. The reduction of energy consumption is one of the economic necessities in the United States due to depleting energy sources in the world. The construction industry is stepping forward to reduce the energy consumption of buildings by efficient designs or by constructing buildings with energy efficient materials and features. In 1992, the U.S. Environmental Protection Agency (EPA) and Department of Energy (DOE) introduced the Energy Star Program to promote energy efficient products with the same or improved services. The Clark County stewardship database is the only one of its kind among all Nevada counties. Funding for this database from Clark County is vital to maintaining the integrity and confidentiality of Clark County cultural resources.

Two programmers were hired to design and implement a relational database for the CSSP. During this quarter, a system was designed in ACCESS and has accomplished the following:

• Store personnel information and required documentation on volunteer site stewards. Names of all 3 52 stewards were inputted and fully populate the database. Ethics Statements and Volunteer Agreements unique to each steward are recorded.

Cooperative Conservation: Increasing Capacity through Community Partnerships – Cultural Site Stewardship Program is a Round 4 Southern Nevada Public Land Management Act (SNPLMA)- funded project implemented by the University of Nevada, Las Vegas Public Lands Institute on behalf of and in cooperation with four Federal agencies.
