Harris County, Texas, experiences flooding almost every year, and the situation is getting worse. Uncontrolled development is leading to an increase in flooding events. This study investigated how rapid urbanization and sprawl led to a higher frequency and intensity of flooding in the Cypress Creek watershed in northern Harris County. According to urban ecology, the basis of the theoretical framework, the human actions on the environment are not just bystanders, but direct contributors as inputs. Transit-Oriented Development (TOD) in downtown areas is a distinct form of new development, creating walkable districts and 24-hour neighborhoods. A new streetcar on Loyola Avenue in the New Orleans Central Business District was planned to encourage new development in the area. By analyzing the current land uses and values, projections of future change predict over $500 million in added value. For this development to become a successful TOD, policies must encourage uses that generate ridership and increase walkability. The case study investigated was the 208 water quality planning conducted in the Ashley Valley, around Vernal, Utah. The region is expected to urbanize rapidly due to energy development on adjacent state and federal land. The water quality planning was being conducted in the absence of substantial prior land use planning.

A method is developed in the thesis for evaluating plans and methodologies. The method utilizes preformulated evaluation criteria to analyze structure and function of the methdology, political context, informational inputs, limiting factors, trigger factors, causeeffect relationships, and impacts of methodology on planning recommendations.
