The city of Atlanta has historically embraced isolated growth over integrated density, which has contributed to the city’s limited inventory of inclusive urban centers. This divisive approach to urban design has helped facilitate a city of extremes; with high regional concentrations of wealth and poverty. This phenomenon is worsened by the city’s inherently exclusive transportation network and isolated residential development patterns. While there is considerable academic research on the intersection of comprehensive plans, finance policies, zoning policies and how these factors influence real estate developers' choice of what land to develop and what buildings to construct on that land, little is understood about whether these three variables promote or hinder real estate developers' choice of whether to build communities that promote healthy living. This thesis demonstrates that New Urbanism is both an advisable and feasible method for reducing carbon emissions to mitigate global climate change. New Urban areas commonly generate lower carbon emissions compared to conventional suburban development due to lower car use and higher levels of walking and use of other forms of transportation. Economic and political feasibility of New Urban development is determined by analyzing case studies, housing price premia, financing, and fiscal impact. New Urbanism is a popular development movement that combines old and new development strategies in an attempt to build unique and lasting communities of value. However, as this movement employs practices that are not currently considered typical, developing in this manner can be difficult. This research seeks to identify the common difficulties that arise during the development of New Urbanist communities as well as possible solutions for overcoming those difficulties.
