Cultivating imagination in early childhood education is a fundamental stage in the development of children. This cultivation is set aside when children reach school age. The traditional classroom has become a workstation environment, where children move from task to task—creating a singular type of student and disregarding the inherent differences of the human condition. Educational experience has become stagnant and repetitive, with little to no room for the development of individual imaginations. Purpose: The purpose of this study was to develop policy alternatives by the years 2019 to 2025 that would assist state policy makers, legislators, and advocates in adding definition to California school facility development and funding.

Methodology: This study involved descriptive statistics using a Delphi study method. Within the theoretical framework established for policy analysis, this Delphi study was inclusive of the knowledge and expertise of an expert panel that was nominated through peers. Educational models of the 20th century in the United States responded directly to the then current economic circumstances and workforce needs. Schools throughout the United States were designed on those educational models of production and efficiently. While educational models have since changed in response to societal shifts, now emphasizing flexibility, diversity, and the integration of technology, the design of school infrastructure has not made that leap.
