The purpose of this report is to summarize the data collected as a part of the Concord Complete Streets Study and to provide the City with preliminary support in the progress to construct a safer, more bike and pedestrian friendly Concord. The developments and visions found in this document provide a platform for continued discussion on creating a more pedestrian and bicycle friendly environment that encourages other forms of transportation and provides alternatives to dependency on automobiles.

Planning is a diverse field with many different areas of professional practice. Campus planning, as opposed to traditional city planning, is one of these areas—different than traditional municipal, and having a unique requirements that are framed by jurisdictional, environmental, and physical planning needs of the respective institution.

Based on my experience in this role, planners need a flexible skillset that moves beyond the traditional role of processing permits and crafting zoning codes. Several manuals, handbooks and web resources exist to provide varied guidance on planning for and designing bicycle and pedestrian facilities, yet there are no specific indications about which of the varied treatments in these guides work well for users. This project highlights best practices and identifies program characteristics associated with high levels of non-motorized travel, with an emphasis on bicyclists and pedestrians. It highlights practices in the California communities of Davis, Palo Alto and San Luis Obispo. Review Of Sarah Garland, Gangs In Garden City: How Immigration, Segregation, And Youth Violence Are Changing America’S Suburbs, William Riggs

Enthnoburbs; immigrant enclaves in suburban ghettos; suburban balkanization; these are not new topics, but they are new to the “garden city” Long Island suburbs described by Sarah Garland in her book Gangs in the Garden City: How Immigration, Segregation and Youth Violence are Changing America’s Suburbs. In a tone that echoes Françoise Gaspard’s description of extremely polarized, segregated suburbs around Paris (Gaspard 1995), Garland grapples not only with the inner workings of “one of the world’s most dangerous gangs” but also with cultural divides that are fracturing families and communities.

In this article, we review local climate action plans and their associated greenhouse gas (GHG) emissions inventories from 30 U.S cities in order to assess the degree to which climate action plans are informed by such inventories and to identify choices and assumptions the inventories require that may influence climate action plan policies and proposed actions. California's SMART (State Mitigation Assessment Review Team) program for assessing natural hazard mitigation project performance after a disaster is a method of integrating multiple state agencies' expertise into a working tool for assessing the value of public investments in risk reduction. Analyzing Equity Impacts Of Transit Fare Changes: Case Study Of Alameda–Contra Costa Transit, California, Cornelius Nuworsoo, Aaron Golub, Elizabeth Deakin

Many public transit agencies consider increasing fares when faced with budget shortfalls. This paper analyzes the Alameda–Contra Costa (AC) Transit District's five alternative fare proposals introduced for public discussion in March 2005. The proposals combined fare hikes, base fare reductions, eliminations of free transfers, and discontinuation of periodic passes. Using the agency's 2002 on-board survey data, the study assessed the impacts of individual fare proposals on different subsets of riders and evaluated if they were equitable; and estimated potential fare revenues, using alternative price elasticities to estimate changes in ridership due to changes in price. This is a seed grant study to perform a preliminary investigation of the system components and generalized costs of the magnetic levitation type of high speed rail system that is proposed for the Southern California Region, TGV‐based high speed rail, and urban rapid transit with special focus on bus rapid transit (BRT). This technology overview summarizes the key aspects of these transit technologies and provides comparative cost information to feed a more comprehensive feasibility analysis.

Applying Environmental Policy Instruments To Used Oil, W. David Conn

A comprehensive assessment was conducted of California's Used Oil Program, which was established in 1992 to reduce the illegal disposal, and promote the reuse, of used lubricating oil. This paper summarises selected key findings of the assessment and discusses them in the context of designing and implementing policy instruments for promoting environmentally responsible waste management. The approach known as 'community-based social marketing' is identified as a promising option.
