This study examined the unique and combined associations of homelessness and school mobility with educational well-being indicators, as well as the mediating effect of absenteeism, for an entire cohort of third-grade students in Philadelphia. Using integrated archival administrative data from the public school district and the municipal Office of Supportive Housing, multilevel linear models were estimated to test these associations while adjusting for nesting of students within schools. Findings demonstrated that homelessness had a unique association with problems in classroom engagement, school mobility was uniquely related to both academic achievement and problems in classroom engagement, and experiencing both homelessness and …

Understanding the root causes of homelessness is important for developing effective solutions to the problem. This fact has not gone unnoticed by researchers, who have made numerous attempts to identify the underlying structural determinants of homelessness by modeling inter-community variation in the rate of homelessness as a function of community-level variables. Yet, prior studies in this area have a number of serious limitations, principally their reliance on methodologically flawed estimates of the size of the homeless population. Selecting an appropriate competition strategy in bidding is the ambition of most contractors. The multiple requirements of clients encourage contractors to consider other strategies to deliver additional benefits besides offering a low-price bid. Offering low bids will reduce contractors' profits and potentially make development less attractive. Contractors need to understand their specific resources that generate competitive advantage and accordingly develop strategies to win contracts. Purpose - The purpose of this paper is to introduce a quantitative method for assisting contractors to select appropriate projects for bidding by considering multiple attributes and integrating decision group member opinions.

Design/methodology/approach - The fuzzy technique for order preference by similarity to ideal solution (TOPSIS) method is used to help contractors make decision on project selection and the linguistic terms are defined for representing the triangular fuzzy numbers for ratings of alternatives and weights of criteria.

Between 2007 and 2011, the U.S. Department of Housing and Urban Development (HUD) has released an annual report on the extent of homelessness in the United States—the Annual Homeless Assessment Report (AHAR). The report documents how many people are using shelter programs for homeless people, and how many people are in unsheltered locations that are often called “the streets.” The AHAR is delivered each year to the U.S. Congress, and its contents are used to inform Federal, State, and local policies to prevent and end homelessness. Rework arises due to errors and omissions, and significantly contributes to project cost and schedule overruns in offshore projects. To acquire an understanding of the causal nature of rework in offshore projects, twenty three in-depth interviews with leading oil and gas industry practitioners were undertaken. The dialogue and narratives obtained from the interviews enabled the underlying dynamics of rework to be determined. A risk classification matrix is developed that can be utilized as a frame of reference to mitigate future rework. Historically, Town Planning has been concerned with protecting public health and safety. Indeed, earliest town planning legislation in the UK grew out of public health legislation. Over time planning broadened its focus and the role of planners by adding new areas within its scope of concerns. Meanwhile, public health organisations such as the World Health Organisation (WHO) expanded their focus from extension of health services into the rural areas to also include urban areas. This has resulted in the Healthy Cities Movement in the 1990s.

This paper reports selected results from a survey of Queensland local governments, conducted in late 2009, that investigated their adoption of state-level disaster management policies and guidelines. The survey comprised an online questionnaire distributed to all Queensland local governments, augmented by focus groups held in the regional coastal and inland administrative centres of Cairns, Mackay, Rockhampton, Emerald, Charleville and the Gold Coast. The paper identifies and analyses the issues and strategies of local governments in adopting state government disaster management policies and guidelines, and engaging their communities in disaster management.
