The U.S. President’s Commission on Critical Infrastructure Protection (PCCIP), convened in the wake of the bombing of the Murrah Federal Building in Oklahoma City, concluded that the nation’s physical security and economic security depend on our critical energy, communications, and computer infrastructures. While a primary motivating event for the establishment of the commission was the catastrophic physical attack of the Murrah Building, it is ironic that the commission focused its attention primarily on cyber threats. Their rationale was that cyber vulnerabilities posed a new, unaddressed challenge to infrastructure security. This approach was further questioned by the events of September 11, …

Sprawl, Growth Boundaries And The Rehnquist Court , Michael E Lewyn

This article addresses the constitutionality and wisdom of Oregon's urban growth boundary (UGB) program. The article concludes that the program is constitutional under current precedent, and that (contrary to claims made by UGB critics) there is little evidence that the UGB has caused Oregon's runup in housing prices. On the other hand, UGB supporters may have exaggerated the UGB's positive environmental results.

After several years of research in winter road condition classification, an automated prototype has been tested. Classification is achieved with artificial neural networks based on data from either images of the road, acoustic signals of vehicles passing the sensor, or a combination of the two. Systems based on either images or signals give good results for some road condition classes, but the most reliable results are for the hybrid system. Hybrid results are reliable for icy, snowy, and wet road conditions but not for dry. Dry results can be improved with more

In 1929 the neighborhood concept was published separately in two forms. First was the neighborhood idea of Clarence Stein and Henry Wright, exemplified in their plan for Radburn. Second was the Neighborhood Unit idea of Clarence Perry. Since then, for the past seven decades, the concept has been applied and adapted internationally. The neighbourhood concept is arguably one of the major planning landmarks that shaped the urban form of the twentieth century city in many countries. Coincidently, both the neighbourhood idea of Clarence Stein and Henry Wright, exemplified in their plan for Radburn, and the Neighbourhood Unit idea of Clarence Perry were published in 1929. In many respects, the environmental justice movement holds a mirror to the field of planning. A growing body of evidence suggests that land use controls and statutory frameworks can contribute to the overburdening of low-income and minority districts with the hazards of industrial pollution. At the same time, the distributional effects of planning practice are seldom countered with attempts to adequately enforce industrial performance standards, set up emergency response capabilities, protect residents from the effects of pollution, or include residents in decision-making. This paper surveys contemporary Buildings in Lebanon that incorporate traditional Elements, as a way to deconstruct possible meanings of this dominant practice in contemporary Lebanese Architecture. I will start by discussing what is meant by tradition in relationship to building activity in Lebanon and what issues do these buildings engage.
