Governments at all levels are tasked with administering public programs that serve large numbers of people. The use of integrated data systems (IDS), which can be used to link administrative records from multiple public agencies into one database, offer a unique mechanism for providing the type of comprehensive information that is important for understanding the complex needs of vulnerable populations and for making data-based policy and program decisions that translate into more effective and efficient policies. Human-Capital-Centred Regionalism In Economic Development: A Case Of Analytics Outpacing Institutions?, Laura Wolf-Powers

Drawing on the case of the Delaware Valley Innovation Network, a regional consortium funded under the US Department of Labor, the paper argues that sophisticated analytical tools developed to facilitate workforce- and occupation-led economic development are running ahead of the institution-building required to put new approaches into practice. There are two main reasons for this. First, tensions persist around the role of the public-sector workforce system in regional development initiatives. Secondly, regional stakeholders disagree about whether ‘knowledge economy’ investments should include the training of manufacturing, transport and logistics workers. This studio was based on the Fairmount Greenway that was developed through a series of public meetings with the neighborhood community and with consultants from the firm Crosby, Schlessinger and Smallridge (CSS). The Fairmount Greenway, while drawing its identity from the traditional greenway model is in fact a reinterpretation of an urban greenway. The greenway path follows along both primary and secondary city streets because of the lack of space along the rail right-of-way. This studio report explores community service learning in the graduate urban design studio taught in the in Department of Landscape Architecture and Regional Planning at the University of Massachusetts Amherst and instructed by Professor Frank Sleegers. The project will began with a visioning workshop, conducted to engage community members in the shaping of project goals and objectives within the project area of downtown Springfield. Introduction

Understanding the prevalence of and risk for homelessness among veterans is prerequisite to preventing and ending homelessness among this population. Homeless veterans are at higher risk for chronic disease; understanding the dynamics of homelessness among veterans can contribute to our understanding of their health needs.

Methods

We obtained data on demographic characteristics and veteran status for 130,554 homeless people from 7 jurisdictions that provide homelessness services, and for the population living in poverty and the general population from the American Community Survey for those same jurisdictions. After the 2005 hurricanes, newcomers arrived in New Orleans to help rebuild the city. The influx of one identifiable group, young professionals and postgraduates, raised hopes and concerns that New Orleans would gentrify. Based on semistructured interviews with 78 young and mid-career professionals, this paper examines how the young professionals approached an ambivalent situation where they were working to rebuild a better city while retaining its distinct cultural qualities, given that their presence itself contributed to the cultural change. The purpose of this Article is to ascertain whether (1) suburban sprawl is as widespread in Canadian metropolitan areas as in their American counterparts, and (2) Canadian government policies, and in particular Canadian zoning law and transportation policies, encourage sprawl. The article concludes that Canadian metropolitan areas are in fact somewhat less sprawling than most of their American counterparts, but that in Canada, as in the United States, government land use regulation and government transportation policy do favor sprawl to some extent. In multicandidate elections, an unpopular candidate can often win with a minority of the vote if his or her opponents split their votes among several candidates. To solve this problem, some commentators have endorsed instant runoff voting (IRV). Under IRV, voters rank their choices, and the choices of the weaker candidates would be distributed among the leaders. As a result, a candidate who has a plurality of votes but is opposed by the majority of the electorate would be less likely to prevail. América Latina tiene unas 16 mil 500 urbes1, de las cuales 63 tienen más de 1 millón de habitantes, concentran el 41% de la población urbana y tienen una tasa de crecimiento promedio del 2.4%. Luego están las ciudades pequeñas –que van desde 2500 a 500000 habitantes– que crecen a un ritmo del 3.7% y concentran el 49% de la población. Fi- nalmente están las ciudades intermedias que tienen entre los 500000 y un millón de habitantes y que crecen a 1.5 por ciento. This paper discusses one successful partnership between the University of Massachusetts at Amherst and the City of Springfield in Massachusetts. This collaboration was targeted to benefit the City by helping with their economic revitalization efforts, and the University by giving them a space in downtown Springfield for a ‘Design Center’, where students have a meeting space for studio and field work and can then exhibit their work. The paper ends with a set of principles that can guide other institutions and communities in developing strategic outreach and engagement activities.

But these reforms, pushed by labor in the 1930s and 1940s, did not particularly involve city planners, and the idea of “progressive planning” that emerged in the 1960s focused on community and neighborhood struggles over urban renewal, highway clearances and the depredations of real estate developers—not necessarily manufacturing. The spatial extent of localized agglomeration economies constitutes one of the central current questions in regional science. It is crucial for understanding firm location decisions and for assessing the influence of proximity in shaping spatial patterns of economic activity, yet clear-cut answers are difficult to come by. Theoretical work often fails to define or specify the spatial dimension of agglomeration phenomena. Existing empirical evidence is far from consistent. Most sources of data on economic performance do not supply micro-level information containing usable geographic locations.
