The Trolley Line Trail is a planned multi-use trail along the historic Richmond-to-Ashland Trolley corridor. The purpose of this plan is to identify potential creative placemaking locations and installations to highlight the trolley's unique past and present. This plan sets forth a vision for creative placemaking by gathering community feedback, analyzing properties along the Trolley Line Trail, and making recommendations for placemaking and public art. Ultimately, the recommendations laid out in this plan aim to preserve and acknowledge the community's unique identity while creating a safe, accessible experience for all users.

Interstate 11 (I-11) offers Nevada a unique opportunity to advance the economic development prospects of one of the state’s most economically challenged areas: Elko and eastern Nevada. Although the state used a qualitative system to choose a western route for I-11, this process may not have considered fully the costs of extending I-11 to Canada in a cost-effective manner or in a manner consistent with I-11 purposes, especially avoiding congested areas. Planning, Aging, And Loneliness: Reviewing Evidence About Built Environment Effects, Yingying Lyu, Ann Forsyth

Large numbers of people in many countries report being lonely with rates highest among the very old. Does the built environment affect loneliness among older people and if so, how? Using a scoping review, we examined associations between loneliness and built environments at the block, neighborhood, and city scales The (a) neighborhood environment has received most attention. Research has also examined (b) urban contexts, (c) housing, and (d) transportation access. Findings are mixed with the stronger evidence that local resources, walkability, overall environment quality, housing options, and nearby transportation alternatives can help combat loneliness.

"Its Cargo Is People": Repositioning Commuter Rail As Public Transit To Save The New York–New Haven Line, 1960–1990, Seamus C. Joyce-Johnson

This essay explores the creation of the Metro-North Railroad in 1983 as a public agency to provide commuter train services on the New York–New Haven Line. The essay begins by bringing out the central role commuter rail services played in the negotiations over the New Haven Railroad’s bankruptcy in the 1960s. I argue that New Haven Line’s near liquidation during the bankruptcy prompted advocacy from commuters, urban planners, and politicians that pushed back against the trend towards automobile-centric urban transportation planning. This report describes a proposed multi-modal greenway network that links dinosaur-related sites in the Connecticut River Valley of Massachusetts and Connecticut. The study conducted by the fall 2015 MLA studio at the University of Massachusetts, Amherst included assessment and design work at regional, sub-regional, and site scales. The proposed Dinosaur Trail Project greenway network was designed to incorporate the goals of the client, the Pocumtuck Valley Memorial Association, a historical and cultural organization based in Deerfield, Massachusetts. The project will help preserve, interpret, and highlight the rich history of dinosaur track discovery in the region for future generations.

The impending light rail transit development along University Avenue in Minneapolis-Saint Paul, Minnesota has led to local curiosity about both the past activities and the future possibilities for this urban street. Part I of this paper explores the social, economic and physical evolution of University Avenue and its relationship to transportation eras. Part II argues that there is a connection between the urban form of each transportation epoch and the rate of crime along University Avenue. The study concludes with the prediction that safety will improve following construction of the Central Corridor Light Rail line.

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

The following tables provide a detailed look at the role that culvert material and culvert diameter play in the overall cost of a culvert replacement project. Table 1 displays the cost per foot purchase price arranged by diameter size for the various culvert materials that are currently available. Table 2 displays the average additional culvert pipe material cost (increased cost to upsize minus original in-kind replacement cost) that would be incurred when upsizing a given diameter of culvert with a 50 foot length by factors of: 200%, 250% and 300%.

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more.
