This paper performs a spatial analysis of Portland, Oregon, with a focus on identifying and utilizing "wasted space," such as parking lots and vacant land, as strategic opportunities to enhance the completeness of the city. The planning concept of a "complete neighborhood" is defined as a locality that offers residents access to all essential aspects of daily life within a convenient walking distance. This notion encompasses elements, such as walkability, accessibility to essential services and amenities, sustainability, and equity. WCU Campus Sustainability Initiatives

A commuter survey was conducted at West Chester University in the spring of 2018. The purpose of the survey was to measure community members’ current commuting and parking habits and to informally investigate their willingness to participate in alternate forms of transportation. These data may be used as baselines to gauge the effectiveness of efforts to reduce greenhouse gas emissions and to mitigate parking and traffic congestion.

This project re-conceptualizes the parking garage structure from a building type deemed as an utilitarian object, to a multi-functioning public service provider, to not only store cars for the individual but also as an infrastructured platform for providing urban amenity, providing much needed urban public space. This structure looks at the concept of garage to look beyond its normative function of purely car storage, and sees the potential of using the building both with and without vehicles, to ultimately act as a form of urban rehabilitation.

The purpose of this Article is to ascertain whether (1) suburban sprawl is as widespread in Canadian metropolitan areas as in their American counterparts, and (2) Canadian government policies, and in particular Canadian zoning law and transportation policies, encourage sprawl. The article concludes that Canadian metropolitan areas are in fact somewhat less sprawling than most of their American counterparts, but that in Canada, as in the United States, government land use regulation and government transportation policy do favor sprawl to some extent. The objective of this paper is to examine the planning issues relating to parking and access around transit nodes. It reviews Perth's current strategy of providing park-and-ride facilities and promoting transit oriented developments. The paper is based on review of planning documents, site visits and interviews with planners from the local council and Public Transit Authority in Perth. Using a case study of suburban railway station in Murdoch, the paper identifies a number of planning challenges such as congestion in park-and-ride facilities, spill-over parking in surrounding neighbourhoods, poor access by walking and cycling, and public safety concerns. American municipalities typically require landowners to provide visitors and guests with ample amounts of parking, in order to prevent externalities such as cruising (drivers wasting gasoline and polluting the air while searching for scarce parking). However, minimum parking requirements may create social harms that outweigh this benefit. By artificially increasing the supply of parking, minimum parking requirements effectively subsidize driving, thus increasing rather than decreasing pollution and congestion.

In recent decades, American state and local highway officials have built wide streets and roads designed primarily to accommodate high-speed automobile traffic. However, such high-speed streets are more dangerous for pedestrians and bicyclists than streets with slower traffic, and thus fail to adequately accommodate nondrivers. Government officials design streets for high-speed traffic partially because of their fear of tort liability.
