Measuring The Adoption Of Development Management Policies As An Instrument Of Disaster Mitigation Toward Resilient Coastal Communities In Florida, Asmaul Husna Aug 2014

Measuring The Adoption Of Development Management Policies As An Instrument Of Disaster Mitigation Toward Resilient Coastal Communities In Florida, Asmaul Husna

Community and Regional Planning Program: Theses and Student Projects

Coastal hazards have been known as the scariest group of hazards, monsters that threaten 39% of the nation population and in less than 10 years. With the current population growth, the monsters will harm almost half of the nation’s population (45% to be exact) and uncountable properties placed at only 17% of land area of the country. The threat of coastal hazards has never been low, but it keeps rising because no human being in this world can prevent, stop, contain or avoid the hazards from happening. But, there always are ways to lower the risk and the loss with …

Using the Leadership in Energy and Environmental Design (LEED) Core Concepts, the benefits of weatherization (window upgrades, insulation, sealants) to the building, the addition of a solar energy array and utility grid intertie, and the transformation of the back yard into an edible landscape and community garden to mitigate stormwater flooding issues were assessed. Collaboration between the Office of Sustainability, students, university entities, and community members were encouraged …

Volunteered Geographical Information: An Alternative Solution For Overcoming The Chasm Between Stormwater Management And Community Participation, Yanfu Zhou May 2014

Volunteered Geographical Information: An Alternative Solution For Overcoming The Chasm Between Stormwater Management And Community Participation, Yanfu Zhou

Community and Regional Planning Program: Theses and Student Projects

It is a dramatic challenge to promote public engagement in stormwater management and green infrastructure initiatives. When traditional outreach approaches made important influence on public engagement, their limitations are also obvious. With the development of Web 2.0 technology, Volunteered Geographic Information (VGI) has been emerging as one of the most important user-generated geographic contents. The crowdsourcing data that generated by volunteers through geo-web, smartphones, and other geo-devices provides invaluable mass data for decision-making. VGI can provide a better understanding of planning issues and other challenges. The research aims to develop a mobile information platform to allow citizens to report the …

Dublin faces many of the modern day transport problems associated with automobile transport. The bicycle is increasingly being viewed by Urban Planners as an interesting form of individual transportation which can form part of an integrated transportation solution to this problem. For cycling to be a sustainable mode of transport it must be all inclusive. However, there are some identifiable barriers which prevent certain groups in society from cycling. Barriers to children cycling are directly linked to safety concerns and strategies to encourage cycling to school in Ireland currently focus on promotion and cycle training with road safety engineering measures …

Accessing Opportunities Through Active Transportation In Arlington, Texas, Kevin Shane Pace, Ivonne Audirac

Planning Masters Professional Reports

This examines active transportation as it relates to accessibility, opportunity, and ultimately equity for residents in disadvantaged communities in the City of Arlington, Texas. Adding to the growing discussion and research surrounding active transportation, the accessibility measures presented contribute an approach to identifying disadvantaged communities in a city and quantifying the opportunities accessible by foot and bike in these communities. The research utilized a replicable index for identifying disadvantaged neighborhoods and a method for quantifying the number of opportunities that can be accessible when pedestrian and bicycle facilities are present. The research and analysis shows that individuals lacking access to …

Exploring The Neighborhood Preferences Of A Segment Of Millennials In Omaha, Nebraska, Aaron Kloke Apr 2014

Exploring The Neighborhood Preferences Of A Segment Of Millennials In Omaha, Nebraska, Aaron Kloke

Community and Regional Planning Program: Professional Projects

In 2010, Millennials, or those between 18 and 34, surpassed the Baby Boomers in population size. Today, Millennials, also known as Generation Y, make up over 25 percent of the United States’ population. In Omaha, they make up 26.9 percent of the population. The next largest generation in Omaha, the Baby Boomers, make for 19.2 percent of the population. Clearly, this emerging demographic has the ability to change the way we create and design our built environment if it so chooses.

To review how this generation may choose to change the way we design our future neighborhoods, national trends were …

Cultures Of Exile: Conversations On Language And The Arts, Eleni Bastéa, Walter Putnam, Mark Forte Apr 2014

Cultures Of Exile: Conversations On Language And The Arts, Eleni Bastéa, Walter Putnam, Mark Forte

Faculty Publications

The conference “Cultures of Exile: Conversations on Language and the Arts,” co-organized by Professors Eleni Bastea and Walter Putnam, was inspired by the music of Georges Moustaki (1934--2013), especially his song “Le Métèque” (1969). In “Le Métèque” Moustaki dealt with outsiders, strangers, and all those who do not share one homogeneous place of origin. What does it mean to be a “métèque,” an exile, an outsider today? Although often associated with loss and victimhood, exile can also foster artistic freedom, creativity, renewal, and empowerment. What is the role of the new place in the development of one’s artistic oeuvre? How …

Gis Spatial Analysis Of Segregation Clustering Evolution In Lincoln, Nebraska, Sarah Aftika Apr 2014

Gis Spatial Analysis Of Segregation Clustering Evolution In Lincoln, Nebraska, Sarah Aftika

Community and Regional Planning Program: Theses and Student Projects

Rising immigration growth in the Midwest creates Multi-racial communities and segregation such as social class segregation, economic segregation, education segregation, and also housing segregation. In urban America, there are three major sets of explanatory causal factors that have been hypothesized to explain ethnic residential segregation. They are: housing discrimination, socioeconomic status (SES) and ethnic group preferences (French 2008, 1).

Lincoln, as a metro city in Nebraska, shows signs of segregation phenomena as well as other metro cities in Midwest. The analysis tool used for this study is Geographic Information System (GIS) spatial analysis. This tool enables us to examine the …

Urban/Rural Spatial Identity And Legislative Behavior In Nebraska: The Impact Differences On Economic Development And Environmental Legislation, Melissa L. Trueblood Apr 2014

Urban/Rural Spatial Identity And Legislative Behavior In Nebraska: The Impact Differences On Economic Development And Environmental Legislation, Melissa L. Trueblood

Community and Regional Planning Program: Theses and Student Projects

The urban/rural divide is pervasive in policy-making in Nebraska. In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. Often, economic development policies include locational considerations which give areas such as rural areas and economically distressed areas greater weight when distributing program funds. In my study, I investigate whether constituency or party has a greater impact on the legislative behavior of Nebraska state legislators when voting on economic development and environmental legislation. I expect that constituency would have …

Issue Brief: Asset Management For Stormwater, New England Environmental Finance Center, Sustainable Communities Learning Network Apr 2014

Issue Brief: Asset Management For Stormwater, New England Environmental Finance Center, Sustainable Communities Learning Network

Sustainable Communities Capacity Building

Asset management is a strategic approach to maintaining and sustaining infrastructure in order to meet the needs of the community at the lowest overall life cycle cost. This approach helps communities know how and where to prioritize limited funds in order to achieve the greatest benefit. Often applied to drinking water and wastewater infrastructure, this method is well suited to managing any assets, including stormwater systems.

This issue brief is intended to introduce local governments to the asset management process and to show how it can be applied in managing stormwater assets. It was adapted from an appendix written by …

Evaluating Cultural Vitality In U.S. Metropolitan Statistical Areas: Implications For Cultural Planning, Tingying Lee

Community and Regional Planning Program: Theses and Student Projects

The purpose of this study is to understand cultural planning’s current status in the United States. In this study, I used cultural vitality indicators as a tool to evaluate the cultural resources of cities in the United States. I also explored how planners have responded to the concept of creative cities by reviewing the cultural planning activities of the top 60 metropolitan statistical areas (MSA) in the United States. Lastly, I conducted a statistical test to see if an additional department such as cultural affairs, which focuses primarily on cultural planning, positively impacts cultural vitality. The result shows there is …

Distributional Consequences Of Public Policies: An Example From The Management Of Urban Vehicular Travel, Winston Harrington, Elena Safirova, Conrad Coleman, Sébastien Houde, Adam M. Finkel

All Faculty Scholarship

This paper uses a spatially disaggregated computable general equilibrium model of a large US metropolitan area to compare two kinds of policies, “Live Near Your Work” and taxation of vehicular travel, that have been proposed to help further the aims of “smart growth.” Ordinarily, policy comparisons of this sort focus on the net benefits of the two policies; that is, the total monetized net welfare gains or losses to all citizens. While the aggregate net benefits are certainly important, in this analysis we also disaggregate these benefits along two important dimensions: income and location within the metropolitan area. The resulting …

Earth's surface is rapidly urbanizing, resulting in dramatic changes in the abundance, distribution and character of surface water features in urban landscapes. However, the scope and consequences of surface water redistribution at broad spatialscales are not well understood. We hypothesized that urbanization would lead to convergent surface water abundance and distribution: in other words, cities will gain or lose water such that they become more similar to each other than are their surrounding natural landscapes. Using a database of more than 1 million water bodies and 1 million km of streams, we compared the surface water of 100 US cities with …

Currently, there are not any fire stations within an appropriate range for development on the Drift Road site. This will make it essential for a proposed development to contain a pond and pump onsite for immediate fire control until further assistance arrives. Should municipal water not be available for residents on this site, private well systems will need to be built on each property, a minimum of 100 feet away from any septic system.

This market essentially combines a marketplace with an existing or new industrial building. The hybrid created results in space that has daily retail sales and hours, as well as other goods available at other times. The industrial aspect typically acts as the anchor, as the market’s activities help attract a different group of consumers at other business times. An example of this would be a seafood supply warehouse that also provides dining and entertainment as a nightlife destination.

With the accelerated growth of most Venezuelan cities, many of them show precarious settlements where residents seek to resolve their housing needs while services, facilities, and public spaces in particular hove been neglected. This is the case in Caracas and within the Municipality of Sucre, the second largest in size and population of the whole country. In this context. the Espacios Sucre Program, an interdisciplinary initiative with the main purpose of building networks of public space in both small and medium scales, not only works to confront the deficit but also to relate the contrasting areas of the Municipality and …

The State Of Community Design: An Analysis Of Community Design Center Services, Donovan Finn, Jason Brody Jan 2014

The State Of Community Design: An Analysis Of Community Design Center Services, Donovan Finn, Jason Brody

School of Marine & Atmospheric Sciences Faculty Publications

Community design is a specific type practice rooted in participatory and emancipatory notions of planning and design to overcome environmental, social and economic injustice at low or no cost to the client. Since its beginnings in the early 1960’s, many of community design’s early and then-radical ideas have become more mainstream. In order to assess the state of modern community design, in comparison to its activist roots, this project reviews the websites of 81 community design centers in the United States to ascertain the approaches that centers use in order to successfully achieve operational goals. The research suggests that the …

Inclusionary Eminent Domain, Gerald S. Dickinson Jan 2014

Inclusionary Eminent Domain, Gerald S. Dickinson

Articles

This Article proposes a paradigm shift in takings law, namely “inclusionary eminent domain.” This new normative concept provides a framework that molds eminent domain takings and economic redevelopment into an inclusionary land assembly model equipped with multiple tools to help guide municipalities, private developers and communities construct or preserve affordable housing developments. The tools to achieve this include Community Benefit Agreements (“CBAs”), Land Assembly Districts (“LADs”), Community Development Corporations (“CDCs”), Land Banks (“LABs”), Community Land Trusts (“CLTs”) and Neighborhood Improvement Districts (“NIDs”). The origin of the concept derives from the zoning law context, where exclusionary zoning in the suburbs excluded …
