In the face of increasing migration by Latinos to suburbs and multi-scalar policies criminalizing immigrants, municipalities are increasingly confronting the question, Who has the Right to the Suburb? We seek to better understand how the tensions between suburbanites and Latino immigrants are addressed by municipal governments as immigration enforcement is increasingly rescaled to the local level. Case studies of Maywood and Costa Mesa in Southern California suggest responses are by no means similar and can actually be contrasting, given the city’s historical trajectories, socio-economic status, political leadership, and networks of activists. The European Parliament recently passed a Written Declaration “calling for an ambitious EU homelessness strategy and support to Member States in their efforts towards ending homelessness” (FEANTSA, December 21, 2010). The Written Declaration comes on the heels of a consensus conference on homelessness held in Brussels, in which researchers from the European Observatory (some featured in this volume) made the moral and empirical case for urgent and strategic action by all member countries of the EU. This leadership has proven to be critically influential as the European Commission moves forward with its antipoverty goals for 2020. This timely volume will …

The Patterns And Costs Of Services Use Among Homeless Families, Dennis P. Culhane, Jung Min Park, Stephen Metraux

This study examines families’ use of behavioral health hospitalization and foster care placement prior to, during and following shelter use, comparing families based on shelter pattern and type of housing exit. Results show that inpatient and foster care services use drops in the homelessness period, but rebounds following exit, regardless of pattern of shelter use, and type of housing exit. Results suggest that shelters supplant use of services, but not on a sustained basis. Despite declines in concurrent services use, the homelessness period is overall more costly for episodically and long-term shelter users, primarily owing to the high costs of …

Human Capital-Centered Regionalism In Economic Development: The Case Of Philadelphia’S Biosciences Sector, Laura Wolf-Powers

The paper, drawing on a case study of a regional "talent development" consortium in the Greater Philadelphia metro region, argues that the analytic tools developed to facilitate workforce- and occupation-led economic development are ahead of the institution-building required to put new approaches into practice, for two reasons. First, tensions persist around the role of the public sector workforce system in regional development initiatives. Second, regional stakeholders disagree about whether “knowledge economy” investments should include the training of manufacturing, transportation and logistics workers, leading to the frequent and controversial neglect of blue-collar occupations. Industrial concentration and market power have been studied extensively at the national scale, in fields ranging from economics and industrial organization to regional science and economic development. At the regional scale, however, industrial structure and firm size relationships have received little attention outside of non-generalizable case studies, primarily because accurate measurements require difficult-to-obtain plant- or firm-level information. Readily available secondary data sources on establishment size distributions (such as County Business Patterns or the Census of Manufactures) cannot be linked to performance information for particular establishments or firms.
