Abstract ̶ This paper demonstrates the capabilities of BIM (Building Information Modeling) in leveraging Whole Life Cycle Cost (WLCC) data requirements to perform WLCC calculations and produce WLLC estimates. The research determines the extent to which WLCC data, such as time, interest rates, escalation rates and real costs can be attached to parametric BIM data to be used effectively to create speedier and more accurate real-time WLLC analysis. Without incorporating WLCC data in the BIM, a complete picture of a construction project’s WLCC cannot be formed from the default outputs of the model. BIM 5D applications such as CostX utilise …

The original Value Engineering process developed in North America in the late 1940‟s, was primarily based on functional analysis. However; the North American Value Engineering process was not adopted in Europe. Instead various mixed methods were assembled under the umbrella term of Value Management. The Irish State in recent years has suffered huge financial losses in the public works sector, which has now pushed the Irish Government to explore new ways of controlling cost. This background lead to the introduction of the Capital Works Management Framework in 2007 which aimed to support the certainty of outcome in terms of cost and quality, as well as improved risk management, through the implementation of fixed price contracts. The construction industry in Ireland has been the sector hit the hardest during the recession with a potential return to output volumes of the mid-1990s. The Capital Works Management Framework (CWMF) is a structure that has been developed to deliver the Irish government’s objectives in relation to public sector construction procurement reform. This research provides practical guidance and assistance for construction cost professionals in carrying out Whole Life Cycle Cost Analysis (WLCCA) and producing Life Cycle Cost Models(LCCMs) under the CWMF. The research outlines how LCCA calculations can be carried out for cost planning purposes and recommends a standard methodology for presenting LCCMs under the CWMF. This paper focuses on the particular advantages which off-site housing construction has over the more traditional methods of building especially where the efficient use and conservation of energy is concerned. It will explain why modern innovative methods of house construction not only have a clear advantage environmentally (big reductions in CO2 emissions) but also deliver substantial benefits to the end user or householder especially in the form of lower energy bills.
