Most academics have an opinion on the existence or otherwise of grade inflation. Some people deny the existence of grade inflation. Some argue that it is damaging to academia while some argue that it is a normal phenomenon and is not damaging while others assert that it is impossible to measure. Due to the difficulty in measurement of grade inflation this study was devised to measure firsts and distinctions to ascertain the quantity of grade inflation. Calls for sustaining and increasing investment in higher education are often made on the basis that higher education is a `public good'. The idea of higher education as a public good is frequently conceptualized in terms of its contribution to economic development. If more people participate in higher education then society as a whole will benefit. Thwarted Ambition: The Role Of Public Policy In University Development, Michael N. Bastedo
New England Journal of Public Policy
Paradoxically, Massachusetts is the home of a world-class system of private higher education and a struggling system of public higher education. The influence of private higher education and persistent indifference by state government repeatedly thwarted UMass’s ambition to increase its stature on the national scene. The result was a “boom or bust” cycle of financial support that made rational planning and institutional expansion extremely difficult, exacerbating the university’s late start toward world-class status.

Economic Prosperity In Maine: Held Back By The Lack Of Higher Education, Philip A. Trostel
Maine Policy Review
Maine lags the nation in economic prosperity and in education attainment, and there is little doubt that the relative lack of higher education in Maine is a leading factor. In this article, Trostel looks at each of the three sources of Maine’s relatively low education attainment: the net emigration of college graduates (who are presumably in search of employment opportunities elsewhere); relatively fewer students going on to college; and the net emigration of high-school graduates leaving Maine to attend out-of-state postsecondary schools.
