This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.

Film Policy And The Coming Of Sound To Cinema In Colonial Korea, Brian M. Yecies

During the transition between silent and sound cinema in Korea (1929-1939), Japanese colonial film policies established stringent market barriers for local Hollywood distribution exchanges and simultaneously increased opportunities for domestic Korean and Japanese film productions. The Government-General of Korea enacted regulatory initiatives, including film censorship, as part of Japan's larger imperial agenda aimed at strengthening and expanding its Empire. In turn, the domestic film industry in Korea was invigorated and modernized by a number of Korean film people (younghwa-in) who gained valuable experience and training while travelling back and forth between Korea and Japan. A growing literature indicates that the representation of women in legislatures is positively associated with the passage of female-friendly social policy. However, there is little corresponding research concerning the effect of women in cabinet on female-friendly social policy. Yet, almost all advanced industrial democracies are parliamentary democracies, where policies typically originate within the cabinet and governments typically enjoy substantial control over the legislative process. Thus, to the extent that women promote female-friendly policy, women in cabinet positions should be ideally placed to do so, and indeed, possibly be more influential than women in legislatures. Almost all four-year institutions of higher education have adopted the tenure system as a formal policy for faculty employment. The degree to which tenure systems are actually implemented, however, depends on resource flows and institutional pressures. Fewer resource constraints (i.e., greater per-student revenues and larger endowments) increase the proportion of professors employed on tenure-track lines; likewise, a stronger research orientation positively affects the share of faculty in tenure-track slots. Colleges and universities that rely more heavily on tuition for revenues and those with larger numbers of accreditations (from professional and occupational associations) generally employ fewer tenure-track professors. State abortion informed consent laws – including those requiring physicians to disclose that abortion terminates the life of a “whole, separate, unique, living human being” or display ultrasound images to patients seeking abortions – are being adopted at a rapid pace. Health law scholars who oppose these laws uniformly criticize them as being fundamentally inconsistent with the doctrine of informed consent. This Article directly challenges this conventional approach. It argues that the doctrine of informed consent does not impose nearly as significant a barrier to abortion disclosure laws as many critics claim. Seeking appropriate help for early signs and symptoms of psychological distress can reduce the long-term impact of many mental disorders. This article describes practice implications and new initiatives for promoting early access and help-seeking among young people. Relevant help-seeking research is reviewed, and prominent help-seeking barriers are discussed. Prominent barriers for young people include: incomplete mental health and emotional literacy, beliefs about having little need for help versus having a need for autonomy, and the process of help-negation for different symptoms of psychological distress.
