The attacks of 9/11 had a huge impact on the intelligence community, the federal government, state and local police departments, and every American citizen. For many law enforcement agencies, their daily operations have been greatly affected. The terrorist attacks made them realize that their estrangement from one another had to be eliminated in an effort to prevent future attacks. If agencies were to be successful they needed to better communicate, share information, assist each other, and become familiar with new policies and procedures. Those new procedures included the implementation of intelligence-led policing (ILP) - a proactive approach to crime prevention. …

Courts and legislatures have long been reluctant to make use of the data, findings, and recommendations generated by other disciplines when determining questions of legal procedure affecting juveniles, particularly when the research has been produced by social scientists. However, given the United States Supreme Court’s recent invocation of developmental psychology in Roper v. Simmons, which invalidated the juvenile death penalty, there is reason to believe that such resistance is waning. In 2005 the Simmons Court found, inter alia, that based on research on adolescent development, juveniles are not as culpable as adults and, therefore, cannot be classified among the “worst …

Criminalizes False Statements About Legislative Acts, Elections, Or Government Employees. Initiative Constitutional Amendment.

Amends constitution to hold candidates for public office, government officials and employees, and members of the media criminally liable for intentionally making a false statement of "material fact" about legislative acts, elections for public office, or the employment or dismissal of government employees. Imposes on violators a 2 to 10 year prison term, a $10,000 to $500,000 fine, or both, and a lifetime ban on serving as a government official or employee, or member of the media. Communications in Information Literacy

Academic librarians have long understood the importance of, and argued for, the curricular integration of information literacy. The literature shows strong evidence of librarians collaborating with faculty, peer tutors, and other on-campus constituencies in an effort to facilitate discussion and acquisition of information literacy skills and concepts. The literature points to a likely collaboration, that of libraries and writing centers, in light of their corresponding missions and endeavors. This paper details how two academic librarians partnered with teaching faculty who oversee the campus writing center to infuse information literacy skills and concepts into the training of writing tutors. The period known as New Hollywood in American film was brought about by several seminal American legal decisions coupled with a growing dissatisfaction with the status quo. A series of First Amendment cases, along with the 1948 Paramount decision, forced Hollywood to produce graphic and existential films that showcased in unprecedented style the issues faced by the emerging disaffected youth generation.

Robust Protective Factors That Help Youths With A Parent Experiencing Depression Achieve Positive Adjustment, Hsing-Jung Chen

Based on a resilience framework, the purpose of this study was to address knowledge gaps about minority youths who lived in rural and poor areas, had a primary caregiver with a diagnosis of depression, and faced multiple psychosocial stressors. Three research objectives included: 1) To explore the association between ecological protective factors and four developmental outcomes-emotional adjustment, behavioral adjustment, school performance, and educational aspiration; 2) To identify the robust protective factors; and 3) To explore the interactive relationships between risk and robust protective factors. Although the Convention on the Elimination of All Forms of Discrimination against Women (“CEDAW” or the “Convention”) has succeeded in some respects, even its supporters acknowledge broad failures. CEDAW’s weakness draws on the titular mistaken diagnosis: “women” are not the issue&#;gender disparities are. The 1970’s drafting of CEDAW focused on bringing women to their place at the international law table. What’s wrong with women’s rights? In the international context, CEDAW attempts to empower women but fails to respect other gender inequality. As the preeminent treaty on gender inequality, CEDAW cannot succeed in creating gender equality if its scope remains limited …

Deoxyribononucleic acid (“DNA”) technology revolutionized criminal law, family law and trust and estates practice. It is now revolutionizing immigration law. Currently DNA tests are not required, but may be recommended by the Department of Homeland Security when primary documentation such as marriage licenses, birth certificates and adoption papers are not available to prove the relationship between the U.S. citizen petitioner and the beneficiary who is seeking permanent resident status in the United States. DNA tests are attractive to the government as a means of countering fraud and because of administrative convenience, but adoption of a wholesale policy of DNA testing …
