The George W. Bush administration’s Program Assessment Rating Tool (PART) follows a sequence of president-initiated budget reforms. The pattern is puzzling in that past reforms have tended to drain staff resources, failed to take hold, and yielded little or no political advantage. Given the track record of past initiatives, why has the Bush administration chosen to invest Office of Management and Budget (OMB) and agency resources in PART? Mexico's Evolving Outsourcing Market: From Low Tech To High-Tech, Cale Smith

Research suggests that competition driven by globalization has diminished Mexico's position as a low cost outsourcing destination due to their increased wage rates. However, the Information Technology (IT) industry in Mexico is capable of substantiating the value of the higher wages as many multi-national corporations (MNCs) are increasingly outsourcing their sophisticated manufacturing to the country. This thesis addresses the future of the IT oursourcing in Mexico and describes how factors contributing to its success can be improved to develop a sustainable competitive advantage for Mexico. Stomach samples or whole fish were obtained from a network of up to eight participating fisheries surveys in the Chesapeake Bay area. Field supplies and sample transport were provided by CTILS. Whole fish were processed for length, weight, and sex determination. Stomachs were removed and analyzed in the laboratory and prey types determined. In support of ecosystem-based fisheries management, estimates of locationspecific diet composition were produced for each species. Comparisons of dietary habits of each species among a range of habitats in the Bay and throughout various time frames were made.

This paper examines the application of service delivery review approaches in Ontario local governments based on surveys and consultations with municipal managers in Barrie, Brantford, and the United Counties of Leeds and Grenville. The findings reveal that there is a strong commitment among municipal managers to excellence, improvement, and information sharing and they are seeking more information and advice on how to manage organizational performance, people, and money.

Invasive predators have had devastating effects on species around the world and their effects are increasing. Successful invasive predators typically have a high reproductive rate, short generation times, a generalized diet, and are small or secretive. However, the probability of a successful invasion is also dependent on the qualities of the ecosystem invaded. Ecosystems with a limited assemblage of native species are the most susceptible to invasion provided that habitat and climate are favorable. Business Strategy Types And Innovative Practices, Tim Blumentritt, Wade M. Danis

This study empirically examines how a firm's strategic orientation imparts its management of innovative activities. Drawing on the strategic management and innovation literatures, we develop and empirically test hypotheses arguing that a firm's strategic orientation will impact its perception of barriers to innovation, its sources of ideas for innovation, and its targets for innovation. The data, from over 244 firms, generally support the hypotheses. The study's findings suggest that a firm's strategic management and its management of innovation are highly integrated.

Bottomland Hardwood Management Demonstrations For South Carolina's Lowcountry Forest Conservation Project, William Conner, R Franklin, T Williams, G Kessler, A Nygaard

Southern bottomland hardwood forests occur on river floodplains of the southeastern United States, and ecological processes are driven by seasonal floodwaters from the river. Conservation and management of southeastern US coastal plain ecosystems is a priority in South Carolina’s Lowcountry Forest Conservation Project. The project is a partnership of Clemson University, Ducks Unlimited, the Joseph W. Jones Ecological Research Center, Lowcountry Open Land Trust, South Carolina Coastal Conservation League, The Conservation Fund, and The Nature Conservancy. A goal of this project is to create and disseminate economically and ecologically viable methods for conservation-based bottomland hardwood management on private lands, including …

Employee Incentives To Make Firm Specific Investment: Implications For Resource-Based Theories Of Corporate Diversification, Heli Wang, Jay B. Barney

We argue that the risk associated with the value of a firm's core resources has an impact on employee decisions to make firm-specific investments, independent of the threat of opportunism that might exist in a particular exchange. We further explore mechanisms firms may adopt to mitigate the employee incentive problem stemming from the risk associated with core resource value. These arguments shed new light on resource-based theories of corporate diversification.

The Bureau of Reclamation (Reclamation) acting on behalf of the Secretary of the Department of the Interior (Secretary) proposes to take action to adopt specific Colorado River Lower Basin shortage guidelines and coordinated reservoir management strategies to address operations of Lake Powell and Lake Mead, particularly under low reservoir conditions. This proposed Action will provide a greater degree of certainty to all water users and managers in the Colorado River Basin by providing more detailed guidelines for the operation of Lake Powell and Lake Mead and by allowing water users in the Lower Basin to know when, and by how …
