Benchmarking Community Health Centers; Efficiency: Multivariate Analysis, Shriram Marathe Jan 2006

Benchmarking Community Health Centers; Efficiency: Multivariate Analysis, Shriram Marathe

Electronic Theses and Dissertations

Community Health Centers (CHCs), designed to provide accessible and affordable health care services to low-income families, were first funded by the Federal Government as part of the War on Poverty in the mid-1960s. Improving healthcare organizational performance efficiency is paramount. It is an especially pressing need for CHCs' because they carry a disproportionate burden of caring for the uninsured within limited budgets. Prior studies suffer from conceptual and methodological limitations. A longitudinal multivariate analysis of factors influencing the performance of CHCs is needed. The purpose of this study is to benchmark CHC performance in terms of technical and cost efficiency, …

From Underground Cult To Public Policy For Citizens: Democratizing An Open Source Artifact At A Policy Level In South Korea, Kwang-Suk Lee

Faculty of Arts - Papers (Archive)

Purpose - This study explores the feasible use of free and open source software (FOSS) at a policy level in South Korea, which is reacting against being locked into only one technology company, Microsoft.

Methodology/Approach - Based on participatory democratic theory, this paper suggests that the normative role of the state is as a public mediator in the development of an IT infrastructure encouraging greater freedom of choice and the establishment of an electronic environment — such as the community-based use of software technology — for citizens to use easily and freely.

Findings - South Korean policymakers have explored FOSS …

Vanishing Trial, Vanishing Community - The Potential Effect Of The Vanishing Trial On America's Social Capital, Robert M. Ackerman Jan 2006

Vanishing Trial, Vanishing Community - The Potential Effect Of The Vanishing Trial On America's Social Capital, Robert M. Ackerman

Journal of Dispute Resolution

This essay considers the communitarian implications of the vanishing trial phenomenon. Its language is tentative, because while we now have-thanks to Marc Galanter and his associates-a great deal of useful data on the vanishing trial, we have only some hints regarding its causes, and an even less concrete notion of its likely consequences.' The empirical data unearthed by Professor Galanter and others has debunked a number of myths regarding the litigiousness of our society and the extent to which the courts are employed to resolve disputes. Given the care that has been invested in this research, it would be reckless …

City As An Ecological Space: Social Capital And Urban Land Use, The , Sheila R. Foster Jan 2006

City As An Ecological Space: Social Capital And Urban Land Use, The , Sheila R. Foster

Faculty Scholarship

One of the goals of land use (and pollution control) law is to force the internalization of these costs. This otherwise economic view of land use law is also rooted, however, in an ecological understanding of urban land use. Legal scholars writing over three decades ago successfully argued, based upon the ecological facts of life, that "[p]roperty does not exist in isolation" because the effects of its uses flow outside of the boundaries of ownership. The notion that property is inextricably part of a network of social and economic relationships, and that its impacts traverse legally defined boundaries and relationships, …

A Study Of The Relationship Between School Climate And Student Performance On The Virginia Standards Of Learning Tests In Elementary Schools, Victoria Lee Thomasson

Theses and Dissertations

Educators are examining many aspects of schools as they find ways to help students improve their performance on standardized tests in order to meet both federal and state standards. This study examined the relationship between organizational climate and student achievement on the Virginia Standards of Learning tests. A total of 1,061 teachers in 47 schools across the Commonwealth of Virginia responded to the climate survey. The survey instrument was the Organizational Health Inventory for Elementary Schools (OHI-E). This brief survey instrument examined five aspects of school climate. They were Teacher Affiliation, Collegial Leadership, Resource Influence, Institutional Integrity, and Academic Emphasis. …
