International law is in a period of transition. After World War II, but especially since the 1980s, human rights expanded to almost every corner of international law. In doing so, they changed core features of international law itself, including the definition of sovereignty and the sources of international legal rules. But what might be termed the golden-age of international human rights law is over, at least for now. This article provides an overview of the Drafting for Public Policy course offered at the Texas A&M University School of Law. The article addresses the theoretical and pedagogical underpinnings of the course, including how such a course easily encompasses the teaching of cultural context and awareness, as well as professional identity, and encourages students to engage deeply in the policymaking process. It also explores the continued relevance of the work of Harold D. Lasswell, as well as that of Myres McDougal and Anthony Kronman. When we think about the democratic promise of higher education, we often think of public universities. Consider, for example, the civic-minded reflections of Gordon Davies, the former Chancellor of the University of Virginia, who concluded in 1997 that “[e]ducation is not a trivial business, a private good, or a discretionary expenditure. It is a deeply ethical undertaking at which we must succeed if we are to survive as a free people.” This lofty vision has since been undermined by persistent cuts in funding for state universities across the nation. Lithium-ion (Li-ion) batteries based on spinel transition-metal oxide electrodes have exhibited excellent electrochemical performance. The reversible intercalation/deintercalation of Li-ions in spinel materials enables not only energy storage but also nondestructive control of the electrodes’ physical properties. This feature will beneft the fabrication of novel Li-ion controlled electronic devices. In this work, reversible control of ferromagnetism was realized by the guided motion of Li-ions in MnFe2O4 and γ-Fe2O3 utilizing miniature lithium-battery devices. The in-situ characterization of magnetization during the Li-ion intercalation/deintercalation process was conducted, and a reversible variation of saturation magnetization over 10% was observed …

Constitutional Economic Justice: Structural Power For "We The People", Martha T. Mccluskey

Toward that goal, this essay proposes a structural principle of collective economic power for “we the people.” This principle is both consistent with longstanding Constitutional ideals and tailored to the current challenges of neoliberal ideology and policy. It develops two premises: first, it rejects the neoliberal economic ideology that defines legitimate power and freedom as individualized “choice” constrained by an existing political economy. Instead, this proposed principle recognizes that meaningful political economic freedom and power fundamentally consist of access to collective organizations with potential to create a “more perfect union” with better and less constrained options. This year marks the 55th anniversary of the first fluid physics experiment performed aboard a spacecraft during the Mercury-Atlas 7 mission. Since then, NASA has conducted over 80 fluids physics experiments aboard a variety of spacecraft, many of which have enhanced the understanding of large-length-scale capillary phenomena relevant to liquid management in the weightless state. As both celebration and demonstration, the Mercury-Atlas 7 fluids experiment is revisited in light of the current understanding of large-length-scale capillary fluidics. In this study we collected suspended particulate matter (SPM) along a transect from the East Sea to the Bering Sea from 18 to 28 July in 2015. We then analyzed the samples for the Arctic sea ice proxy IP25 together with various phytoplankton-derived lipids including a tri-unsaturated highly branched isoprenoid (HBI triene) and two sterols (brassicasterol and dinosterol) to assess the suitability of these compounds for the so called PIP25 index in the western Arctic region as a proxy for sea ice change in the past. INTRODUCTION: Benefits of post-simulation debriefings as an educational and feedback tool have been widely accepted for nearly a decade. Real-time, non-critical incident debriefing is similar to post-simulation debriefing; however, data on its practice in academic emergency departments (ED), is limited. Although tools such as TeamSTEPPS® (Team Strategies and Tools to Enhance Performance and Patient Safety) suggest debriefing after complicated medical situations, they do not teach debriefing skills suited to this purpose. BACKGROUND: Injury to cells adjacent to an intracerebral hemorrhage (ICH) is likely mediated at least in part by toxins released from the hematoma that initiate complex and interacting injury cascades. Pharmacotherapies targeting a single toxin or pathway, even if consistently effective in controlled experimental models, have a high likelihood of failure in a variable clinical setting. Nuclear factor erythroid-2 related factor 2 (Nrf2) regulates the expression of heme oxygenase-1 (HO-1) and multiple other proteins with antioxidant and antiinflammatory effects, and may be a target of interest after ICH.

INTRODUCTION: Most successfully resuscitated cardiac arrest patients do not survive to hospital discharge. Many have withdrawal of life sustaining therapy (WLST) as a result of the perception of poor neurologic prognosis. The characteristics of these patients and differences in their post-arrest care are largely unknown.

METHODS: Utilizing the Penn Alliance for Therapeutic Hypothermia Registry, we identified a cohort of 1311 post-arrest patients from 26 hospitals from 2010 to 2014 who remained comatose after return of spontaneous circulation. We stratified patients by whether they had WLST post-arrest and analyzed demographic, arrest, and post-arrest variables.

Proper orthogonal decomposition (POD) is applied to distinct data sets in order to characterize the propagation of error arising from basis truncation in the description of turbulence. Experimental data from stereo particle image velocimetry measurements in a wind turbine array and direct numerical simulation data from a fully developed channel flow are used to illustrate dependence of the anisotropy tensor invariants as a function of POD modes used in low-order descriptions. In all cases, ensembles of snapshots illuminate a variety of anisotropic states of turbulence. In the near wake of a model wind turbine, the turbulence field reflects the periodic …

Violence in relationships is a common experience for a significant number of women. VicHealth (Australia) has noted that one of the underlying and contributing factors towards violence against women is their environment, citing ‘faith-based institutions’ such as churches as one such environment for many women. Indeed, international research shows that the language of religion is often used by women to explain abuse. Additionally, abused Christian women are more likely to remain in or return to unsafe relationships, citing religious beliefs to support avoidance of ‘family break-ups’ despite abuse.
