More Than One In Ten American Households Relies On Supplemental Nutrition Assistance Program Benefits, Jessica A. Bean, Marybeth J. Mattingly

The Supplemental Nutrition Assistance Program (SNAP) is one of the most responsive federal programs to economic downturns, as evidence by the increases in SNAP use between 2007 and 2009. Nationally, more than one in ten households relies on SNAP benefits, and the rate is even higher in rural areas, with more than 13 percent of households reporting use. This brief examines the trends in SNAP use across the United States since the recession began in 2007 and considers the impact of legislation in the Congress on those who rely on SNAP to make ends meet.

Background: Maternal and newborn mortality rates remain unacceptably high, especially where the majority of births occur in home settings or in facilities with inadequate resources. The introduction of emergency obstetric and newborn care services has been proposed by several organizations in order to improve pregnancy outcomes. However, the effectiveness of emergency obstetric and neonatal care services has never been proven. Also unproven is the effectiveness of community mobilization and community birth attendant training to improve pregnancy outcomes. Can Community Design Build Trust? A Comparative Study Of Design Factors In Boise, Idaho Neighborhoods, Susan G. Mason

Finding ways to increase trust may be one mechanism to overcome the alleged negative consequences of urban sprawl for neighborhoods. This study explores two relationships with community design and trust. First, is one benefit of some of the underlying concepts of New Urbanism design that they build trust? Second, can these design concepts overcome one undesirable feature of cities: the deleterious effect of income inequality on trust? This study uses survey data collected from 34 city of Boise neighborhoods and 2000 US census data aggregated to the neighborhood level to examine the effects of street design, sidewalks and open space …

Part of every UNLV engineering student’s academic experience, the senior design project stimulates engineering innovation and entrepreneurship. Each student in their senior year chooses, plans, designs, and prototypes a product in this required element of the curriculum. A capstone to the student’s educational career, the senior design project encourages the student to use everything learned in the engineering program to create a practical, real world solution to an engineering challenge.

Energy sprawl - the phenomenon of ever-increasing consumption of land, particularly in rural areas, required to site energy generation facilities - is a real and growing problem. Over the next twenty years, at least sixty-seven million acres of land will have been developed for energy projects, destroying wildlife habitats and fragmenting landscapes. According to one influential report, even renewable energy projects - especially large-scale projects that require large-scale transmission and distribution infrastructure - contribute to energy sprawl. This is an inventory of open space with potential for agricultural production on land both owned by public agencies and within the city limits of Oakland, California. The inventory was conducted between the summer of 2008 and spring of 2009 and is part of an ongoing movement to develop a more resilient, sustainable, and just food system in Oakland. This project aims to locate Oakland’s "commons"—land that is owned by public agencies and therefore a public resource—and assess the potential for urban agriculture (UA) on this land. Hard Times Made Harder: Struggling Caregivers And Child Neglect, Wendy A. Walsh

Poverty is only one of many challenges tied to a report of child neglect. The analysis in this brief finds that neglected children whose caregivers struggle with substance abuse and mental health problems are at significant risk for out-of-home placement. Risk factors for out-of-home placement for neglected children are discussed, as well as a multifaceted approach to services to prevent neglect and out-of-home placement.

The Survival Of The Conformist: Social Pressure And Renewable Resource Management, Alessandro Tavoni, Maja Schlüter, Simon Levin

This paper examines the role of pro-social behavior as a mechanism for the establishment and maintenance of cooperation in resource use under variable social and environmental conditions. By coupling resource stock dynamics with social dynamics concerning compliance to a social norm prescribing non-excessive resource extraction in a common pool resource (CPR), we show that when reputational considerations matter and a sufficient level of social stigma affects the violators of a norm, sustainable outcomes are achieved. We find large parameter regions where norm-observing and norm-violating types coexist, and analyze to what extent such coexistence depends on the environment.

Fayette County, Wv Case Study: A Look At The Movement Towards Energy And Water Efficiency, Davina Bird, Hodjat Ghadimi, Randall Jackson

The focal area for this study is Fayette County, West Virginia. Using a qualitative semi-structured interview process, information was gathered so as to present a clear overview of what both the private and public sector are doing with regard to energy and/or water efficiency within the county. Given the pervasive nature of the issue of efficiency, interviewees were encouraged to describe their agency or organizational efforts as it relates to what they thought “energy and/or water efficiency” entailed. Can Community Development Financial Institutions (CDFIs) get unlimited amounts of low cost, unsecured, short- and long-term funding from the capital markets based on their organizational credit risk? Can they get pricing, flexibility, and procedural parity with for-profit corporations of equivalent credit risk?
